The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, January 18, 1994, at 6:30 P.M. The <br />meeting had been rescheduled from Monday, January 17, due to the Martin Luther <br />King holiday~ <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Boy Scout Troop 600 of the First Baptist Church in Concord conducted the <br />Presentation of Colors ceremony. <br /> <br /> The invocation was given by Reverend James E. Smith of the Center United <br />Methodist Church. <br /> <br />ApProval of Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter and <br />unanimously carried, the minutes of December 6, 1993, were approved as written. <br /> <br />Recognition of Boy Scout Troop 600 <br /> <br /> Mrs. Eleanor Koski, Director of Aging, recognized members of Boy Scout <br />Troop 600 for conducting the Reading Program for Children at the Senior Center <br />during the summer of 1993. The program was the Eagle Scout project for Scout <br />member Matt Helms. Commissioner Payne presented a Certificate of Recognition to <br />Mr. Helms in commendation for his earning the rank of Eagle Scout and presented <br />Certificates of Appreciation to the following Scout members for their work at the <br />Senior Center: Rob Alexander, Randy Anderson, Brad Booth, Clay Fowler, Chad <br />Hudson, James Machiel, William Pearson, and Darren Stancil. <br /> <br />Recognition of Ms, Valerie Whitlock, Retiring Public Health Employee <br />William F, Pilkington <br /> <br />Dr, <br /> <br /> Dr. William Fi Pilkington, Health Director, recognized Ms. Valerie <br />Whitlock, Public Health Nursing Director, who is retiring on January 31, 1994. <br />He presented a plaque to Ms. Whitlock on behalf of the Board for her service to <br />Cabarrus County since January, 1979. <br /> <br />Addition to Agenda <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Carpenter and <br />unanimously carried, the Board added to the agenda a resolution relative to the <br />amendments to the Lease Agreement with Wachovia Bank for the Governmental Center. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendments - Public Health (2) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the following budget amendments. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT:S3,222.88 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Receipt of performance based Food and Lodging Fees from the <br />State for 99% compliance rate of mandated inspections of food and lodging <br />facilities in Cabarrus County. <br /> <br /> <br />
