<br />Association of America. According to 'Mr. Cook, the grant will help the County
<br />employ JOBS clients and absent parents as well as help the County expand the
<br />capabilities of its current transportation system.

<br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Casper and
<br />unanimously carried, the Board authorized the Department of Social Services to
<br />apply for the JOBLINKS Demonstration Project Grant. The one year grant will
<br />involve 100 percent federal funding.
<br />
<br />Revised Mitigation Planting Contract with N.C, State University of the Coddle
<br />Creek Reservoir - Mr, Paul Watson

<br /> Mr. David Patrick, Environmental Scientist with HDR Engineering, Inc.,
<br />requested a revision to the Mitigation Planting Contract with N. C. State
<br />University due to the following: Extensive drought kill of 1993 planting;
<br />additional areas to be planted, and surcharges for work scheduled for 1992-93 but
<br />delayed until the 1993-94 season. The revision would add $178,229.00 to the
<br />agreement, thus increasing the contract from $445,600.00 to $623,829.00. It was
<br />noted the original estimated cost of the contract was $800,000.00.

<br /> There was lengthy discussion regarding the terms of the contract and the
<br />problems associated with the severe drought in 1993.
<br />
<br /> UPON MOTION of Commissioner Payne, seconded by Chairman Barnhart with
<br />Commissioners Payne, Fennel and Casper and Chairman Barnhart voting for and
<br />Commissioner Carpenter voting against, the Board approved the following amendment
<br />to the contract with the North Carolina State University for Forest Plantings for
<br />Mitigation at Coddle Creek Reservoir to add $178,229.00 to the cost of the
<br />agreement.

<br />Addendum #1 is submitted to cover changes in the following items of
<br />the original contract (copy attached).
<br />
<br />5. REIMBURSEMENT OF COSTS AND PAYMENT SCHEDULE. In
<br />
<br />consideration of the CONTRACTOR'S performance under this Agreement,
<br />COUNTY in accordance with the budgets which are attached hereto as
<br />Attachments B, C and E will reimburse CONTRACTOR. The amount payable
<br />by COUNTY for the conduction of the RESEARCH PROGRAM is $623,829
<br />subject to any changes agreeable to both parties.
<br /> Reimbursements shall be made to CONTRACTOR for cost incurred
<br />in the RESEARCH PROGRAM on the following basis:
<br /> a. Within thirty (30) days of the effective date of this
<br />Agreement, ten point four percent (10.4%) of the total budgeted
<br />amount for planting, or $60,000.00.
<br /> b. Thereafter, five equal payments of ten point four percent
<br />(10.4%), or $60,000.00 will be made at quarterly intervals beginning
<br />April 15, 1992 and ending on April 15, 1993, and one payment of
<br />$10,000, one point seven percent (1.7%) November 15, 1993.
<br /> c. Payments of $50,000, eight point six percent (8.6%) will
<br />be dispersed February 15, March 15, and April 15, 1994. One payment
<br />of $11,649, two percent (2.0%) will be dispersed May 15, 1994.
<br />Thereafter, four equal payments of $11,645 two percent (2.0%) will
<br />be dispersed in April, 1995, 1996, 1997 and 1998.
<br /> d. Reimbursements for surveying support services of
<br />$45,600.00 (7.3%) shall be payable to CONTRACTOR July 15, 1994.
