31 <br /> <br />NEW BUSINESS <br /> <br />Presentation of Self-Funding for Cabarrus County Insurance <br /> <br /> Mr. Everette Arnold, Executive Director of the Guilford City/County <br />Insurance Advisory Committee, reviewed a self-funding proposal for Workers' <br />Compensation as well as Liability and Property Insurance for Cabarrus County. The <br />County is currently insured through the North Carolina Association of County <br />Commissioners insurance pool. In comparing the self-insured versus group/insured <br />premium, Mr. Arnold estimated that based upon Cabarrus County Workers' <br />Compensation experience, the County would have saved $964,435.00 plus interest <br />if self funded six years ago. <br /> <br /> Chairman Barnhart appointed Commissioners Fennel and Payne to work with Mr. <br />Witherspoon and Mr. Blair Bennett, Finance Director, and bring back a specific <br />recommendation to the Board relative to the self-funding of Cabarrus County <br />insurance. <br /> <br />Cabarrus County Nursing and Domiciliary Home Community Advisory Committees Annual <br />Reports - Ms, Debi Lee, Ombudsman <br /> <br /> Ms. Vickie Harris, Chairman of the Domiciliary Home Community Advisory <br />Committee, reported there were no major problems in any of the sixteen (16) <br />domiciliary homes in the county during the past year. She stated the personal <br />needs money of $34.00 per month for the residents was too low and asked the <br />Board's support in addressing this state-wide issue. <br /> <br /> Ms. Patty Propst, Chairman of the Nursing Home Community Advisory <br />Committee, reviewed that committee's activities involving the five nursing homes <br />in the county during 1993. She invited Board members to participate in visits <br />to the nursing homes. <br /> <br /> Ms. Debi Lee, Assistant Ombudsman representing Cabarrus County, gave an <br />overview of the work of the two committees. She stated the members volunteer a <br />minimum of eight hours each month in serving the nursing and domiciliary home <br />residents. <br /> <br /> On behalf of the Board, Chairman Barnhart thanked the members of the <br />Nursing Home and Domiciliary Home Community Advisory Committees for their service <br />to the Cabarrus County. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointments Domiciliary Home Community Advisory Committee (2) <br />Appointments - Nursing Home Community Advisory Committee (1) <br /> <br /> Commissioner Casper nominated Ms. Dolores Parmer for appointment to the <br />Nursing Home Community Advisory Committee and nominated Mr. Clinton Patterson and <br />Dr. Gregory A. Villarosa for appointment to the Domiciliary Home Community <br />Advisory Committee. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, nominations were closed and following appointments approved <br />by acclamation: (1) Ms. Dolores Parmer to the Nursing Home Community Advisory <br />Committee for an initial term of one year ending December 31, 1994; and (2) Mr. <br />Clinton Patterson and Dr. Gregory A. Villarosa to the Domiciliary Home Community <br />Advisory Committee for initial terms of one year ending December 21, 1994. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendments - Library (2) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the Board approvedthe following budget amendments. <br /> <br /> <br />
