There were meetings with local legislators and a rally was scheduled
on Tuesday in opposition to unfunded mandates.

INFORMAL PUBLIC COMMENTS

Chairman Barnhart opened the meeting for Informal Public Comments at 6:20
P.M.

Mr. Kenneth Ollo objected to the accumulation of compensatory time by
County employees who are exempt from overtime regulations of the Fair Labor
Standards Act, stating there is a potential cost to the taxpayers in excess of
$500,000.00. He further objected to a memorandum by Mr. Don Moorhead, Personnel
Director, in April 1992 allowing department heads to accumulate compensatory time
and stated this memorandum was inconsistent with the County's current personnel
policy. In conclusion, Mr. 011o asked the Board to consider a change in the
current method of reporting compensatory time, and to review Mr. Moorhead's
policy on compensatory time for department heads.

The Board agreed by consensus for Chairman Barnhart and Commissioner Payne
to work with Mr. Moorhead on the policy for compensatory time.

Ms. Marilyn Barnhardt, resident of Wabash Lane, questioned the Board's
plans for the use of the Crescent Building. The Board reviewed earlier
discussion regarding plans to relocate the departments of Elections and Parks and
Recreation in order to provide needed space for the Department of Social
Services.

There was no one else present to address the Board, and Chairman Barnhart
closed the Informal Public Comments portion of the meeting.

Adjournment

There being no further business to come before the Board, Chairman Barnhart
adjourned the meeting at 6:33 P.M.

Clerk to the Board
