57 <br /> <br /> Except as provided above, the last day on which registered voters who have <br />changed residence from one precinct to another may transfer registration is <br />Monday, April 11, 1994. <br /> <br /> Any qualified voter of the County who is qualified to vote by absentee <br />ballot in said special bond referendum may apply to the Cabarrus County Board of <br />Elections for an absentee ballot.
