68 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in re§ular <br />session in the Commissioners' Meettn§ Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 21, 1994, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Scouts Shaun Cawley <br />and Jeremy Cawley of Boy Scout Troop 5 from Cold Springs United Methodist Church. <br /> <br /> The invocation was given by Reverend Terry Faulkenberry of the West <br />Cabarrus Baptist Church in Concord, North Carolina. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the minutes of March 7, 1994 were approved as written. <br /> <br />Introduction of Mr. Maurice Ewing <br /> <br /> Commissioner Fennel introduced Mr. Maurice Ewing who assumed the <br />responsibilities of Executive Vice President of the Greater Cabarrus County <br />Economic Development Corporation on Monday, March 14. <br /> <br />NEW BUSINESS <br /> <br />Update on 'the Smart Start Grant Program - Ms. Barbara Doster <br /> <br /> Ms. Barbara Doster, Chair of the Smart Start Committee, gave an update on <br />the Smart Start Program which targets improved medical and child care services <br />for children below the age of five years. She explained that the County's 1993 <br />application was not approved due to the lack of documented evidence of a firm <br />commitment by the business community and enough involvement from families and <br />consumers. However, Ms. Doster stated the application process had helped to <br />identify a number of needs in the county, including improved coordination of <br />services, a local Information and Referral Office, and increased availability of <br />child care. A new application will be submitted for the 1994 grant program. <br /> <br />UNFINISHED BUSINESS <br /> <br />Cabarrus County Insurance - Self-Funding Proposal <br />Larry Justice <br /> <br />Mr. Blair Bennett and Mr, <br /> <br /> Mr. Blair Bennett, Finance Director, recommended that the County become <br />self-funded for Worker's Compensation and that the County stay in the North <br />Carolina Association of County Commissioners Pool for General Liability/ <br />Auto/Professional Liability/Property coverage. He stated that information from <br />the past five fiscal years had shown a savings of approximately $490,000.00 if <br />the County had been self-funded during that period of time. Mr. Bennett pointed <br />out there will be additional liability to the County but stated that the <br />projected cost savings and availability of historical data indicate that the <br />County should self-fund Worker's Compensation at this time. According to Mr. <br />Bennett,.~Cabarrus County would be responsible for up to $250,000.00 per accident <br />with the following reinsurance limits. <br /> <br />Limits: <br /> <br />$5,000,000 Worker'~s Compensation ~ <br /> 2,000,000 Employer's Liability <br /> 5,000,000 W.C. & E.L. Combined per accident <br /> 250,000 Retention per accident <br /> 90,000 Medical Retention First Payment Year of any claim <br /> <br /> <br />
