80 <br /> <br />NE~ BUSINESS <br /> <br />Proclamation - County Government Week <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br /> North Carolina's 100 county governments have in fact <br /> served this state since 1663, working in partnership <br /> with the State to deliver services and provide <br /> leadership for our communities; and <br /> Cabarrus County is on the forefront of many issues <br /> critical to both our state and nation, including health <br /> care, child and elder care, environmental protection, <br /> social services, job training, public education, <br /> emergency medical services, drug and alcohol abuse. <br /> treatment, law enforcement, water and sewer services, <br /> and library services; and <br />Gabarrus County is a major partner in the public <br />education system, having provided $18,036,935 in 1993-94 <br />to support elementary-secondary schools and $519,225 to <br />Rowan-Cabarrus Community College; and of this amount, <br />approximately 26 percent of these dollars helped to fund <br />improved or new school facilities and 74 percent was <br />used to support current operations of schools; and <br />Cabarrus County is working to complete the Coddle Creek <br />Reservoir Project to provide an adequate water supply <br />for all citizens of the county and to construct the <br />Muddy Creek Wastewater Treatment Plant to provide sewer <br />service in the southern part of Cabarrus County; and <br />those serving as county officials are dedicated to <br />providing services to our citizens without undue burden <br />on the taxpayers. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby proclaim April 16 through 23, 1994, as <br />"County Government Week in Cabarrus County" and urges all citizens <br />to be more involved in and aware of issues facing Cabarrus County. <br /> <br />Adopted this 4th day of April, 1994. <br /> <br /> /s/ Jeffrey L, Barnhart <br />Jeffrey L. Barnhart, Chairman <br />Board of Commissioners <br /> <br />Employee Service Awards Program <br /> <br /> Chairman Barnhart announced that in conjunction with County Government Week <br />an Employee Service Awards Program would be held at 5:30 P.M. on April 18 in the <br />Governmental Center Lobby. The Employee of the Year will be named at that time. <br />Also, all employees who achieved 5, 10, 15, 20, and 25 years of service with <br />Cabarrus County during 1993 will be recognized. <br /> <br />Finance Officers Certification Program <br /> <br /> Chairman Barnhart recognized Mr. Blair Bennett, Finance Director, and Ms. <br />Pam DuBois, Accounting Manager, for attaining the designation of "Certified Local <br />Government Finance Officer" by the North Carolina Public Finance Officers <br />Association and North Carolina Association of County Finance Officers. <br /> <br />Budget Amendment - Recreation <br /> <br /> A budget amendment was requested to appropriate an additional $15,123.00 <br />to the Parks and Recreation Department to meet the 50 percent funding commitment <br />by the County for FY 1993-94. The number of youth athletic teams increased by <br />115 to approximately 600 teams during FY 1993-94. This unexpected increase <br />created a shortfall in funding, thus requiring an additional appropriation or a <br />reduction in teams. <br /> <br /> <br />
