109 <br /> <br /> Commissioner Carpenter, speaking as a private citizen, addressed the <br />importance of the In-Home Service Program. She stated the program helps to save <br />money throughout the country each year by keeping individuals out of nursing <br />homes. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the FY '95 Home and Community Care Block <br />Grant for Older Adults County Funding Plan for Cabarrus County as presented by <br />Ms. Eleanor Koski, Director of Aging. The Block Grant funding totaled <br />$346,423.00 with a local match of $38,492.00. <br /> <br />Appointment - Parks and Recreation Commission <br /> <br /> The Board received the recommendation from the Parks and Recreation <br />CommiSsion for the appointment of Ms. Tana Heath to fill the vacancy created by <br />the resignation of Mr. Mihran Hamamgian. <br /> <br /> Commissioner Fennel nominated Ms. Tana Heath for appointment to the Parks <br />and Recreation Commission. Commissioner Carpenter nominated Mr. Mike Phillips <br />for appointment to the Commission. <br /> <br /> The Board voted to appoint Mr. Mike Phillips as the Townships 1 and 2 <br />representative to the Parks and Recreation Commission. Mr. Phillips will <br />complete an unexpired term ending January 31, 1995. <br /> <br />Rental of Kodak Copier-Duplicator Model 955S for the Printing Department <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the rental of the Kodak Copier-Duplicator <br />Model 955S for the Printing Department at a cost of $625.00 monthly, paying $.025 <br />per copy over 25,000 monthly. This price includes maintenance, supplies, and <br />copies up to 25,000 monthly. <br /> <br />Zoning Text Amendment - Public Hearing 7:00 P.M. <br /> <br />Petition 94-07(t). Section 10-11. Number 2, change restriction on <br />large vehicle parking in the miscellaneous parking requirements. <br /> <br />Planning and Zoning Commission voted 9-0 to approve this zoning text <br />amendment. <br /> <br /> Dr. Nancy Randall, Chair of the Planning and Zoning Commission, presented <br />the proposed Zoning Text amendment as approved by the Commission. <br /> <br /> At 7:40 P.M., Chairman Barnhart opened the public hearing for Petition 94- <br />07(t) and asked if anyone were present who wished to speak either for or against <br />the proposed text amendment. There was no one present to address the Board, and <br />Chairman Barnhart closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Barnhart and <br />unanimously carried, the Board adopted the following Ordinance amending the <br />Zoning Ordinance. <br /> <br />PETITION 94-07(t) <br /> AN ORDINANCE AMENDING THE CABARRUS COUNTY <br /> ZONING ORDINANCE <br /> <br />BE IT ORDAINED that the Cabarrus County Zoning Ordinance is hereby <br />amended as follows: <br />1. Section 10-11. Miscellaneous parking requirements. <br /> 1. No storage of vehicles in active spaces: <br /> Vehicle parking in connection with residential uses must <br /> be actively used by residents, i.e., no storage of <br /> vehicles in active parking spaces. <br /> 2. Restriction on large vehicle parking: ~ <br /> Trucks with more than two axles or vehicles used in <br /> <br /> <br />
