Ms. Delaney supported a tax on new homes and urged the <br />Board to "do something" to provide adequate funding for the schools. <br /> <br /> Mr. Paul Hall stated in his opinion the recommended reduction in the per <br />pupil expenditure would have a negative effect on the quality of education. He <br />asked the Board to stand up for the children and take steps to continue the high <br />level of education in Cabarrus County. <br /> <br /> Mr. Greg Miller of the Harrisburg Rescue Squad spoke in support of the <br />eight-minute response time for emergency calls. <br /> <br /> Ms. Minda Scercy of Harrisburg spoke in support of school funding, stating <br />it is the County's responsibility to provide adequate facilities. She expressed <br />concern that the proposed budget did not include a bond referendum, tax increase, <br />or reallocation of funding to provide necessary funding for school facilities. <br /> <br /> There were general comments by members of the audience in support of a tax <br />increase to meet current school needs. <br /> <br /> The meeting recessed at 8:40 P.M. to be reconvened at 6:30 P.M. on Tuesday, <br />May 31, 1994, at the Mt.
