125 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the Mt. Pleasant High School Auditorium in Mt. Pleasant, North <br />Carolina on Tuesday, May 31, 1994, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Kenneth F. Payne <br />Absent - Commissioner: Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. John Day, <br />Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter with <br />Commissioners Payne, Carpenter, and Casper and Chairman Barnhart voting for, the <br />Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br /> The County of Cabarrus on behalf of the people of North <br /> Carolina wishes to join the members of the American <br /> Society of Safety Engineers and other organizations in <br /> their annual observance of National Safety Week during <br /> June 5 to 11, 1994; and <br /> The theme for this observance is "Safety: It's a Way of <br /> Life." This theme draws attention to the serious <br /> problem of safety awareness in the workplace, home and <br /> community. Ignoring safety rules contributes to <br /> accidents on and off the job, endangers the well-being <br /> of our families; undermines our education system; and <br /> raises the cost of doing business; and <br /> According to statistics, when we promote safety <br /> awareness, we reduce employee injuries. Safety awareness <br /> nationwide helps fight this widespread problem through <br /> an effective combination of public education, <br /> intervention, rehabilitation and law enforcement. <br /> NOW, THEREFORE, I, Jeff Barnhart, Chairman of the Cabarrus <br />County Commissioners, North Carolina, with the American Society of <br />Safety Engineers do hereby proclaim the week of June 5 to 11, 1994 <br />as National Safety Week in the County of Cabarrus and urge all <br />citizens to participate fully in this observance. <br /> This the 31st day of May, 1994. <br /> /s/ Jeff Barnhart <br /> Jeff Barnhart, Chairman <br /> Board of County Commissioners <br /> <br />Mr. John V. Witherspoon gave an overview of County government. <br /> <br /> Mr. John Day reviewed the proposed FY 1995 Cabarrus County budget. He <br />listed the spending options which would provide increased funding for education, <br />a new patrol squad for the Sheriff's Department, and a Quick Response Vehicle <br />(QRV) for the Midland area. <br /> <br /> Sheriff Robert Canaday reviewed the proposal to add a new patrol squad of <br />eight deputies, including the six deputies currently assigned to Cabarrus <br />Memorial Hospital and two new deputies. During his presentation, there was <br />lengthy discussion regarding the civil process service and possible use of a <br />contract agency to provide this service. <br /> <br /> Mr. AubreyAttkisson, Emergency Medical Services (EMS) Director, listed the <br />following recommendations by the EMS Study Council to work toward a response time <br />of eight minutes for emergency calls: (1) Station a second ambulance at Station <br />2; (1) Place a QRV in Midland; and (3) Locate a transport ambulance in the <br />Kannapolis area. He specifically addressed the need for a QRV in Midland, <br />stating that the response time for that area of the county is 15 to 18 minutes. <br /> <br /> <br />
