137 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Friday, June 10, 1994, at 8:00 A.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue .B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon~ County Manager; Mr. John Day, <br />Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 8:05 A.M. <br /> <br />Flow Control Legislation <br /> <br /> The Board by consensus directed the County Manager to send a letter to <br />Senators Lauch Faircloth and Jesse A. Helms endorsing the solid waste "flow <br />control" legislation (S.1634) introduced by Senator Heflin. <br /> <br />Economic Development Corporation Board Appointments <br /> <br /> The Board discussed the terms of appointment for Mr. James Martin and Mr. <br />Robert Byrd, Jr., who were appointed to the Economic Development Corporation <br />(EDC) on June 6. Mr. Martin will serve a three-year term and Mr. Byrd will serve <br />a two-year term on the Board of Directors. Also, Commissioner Casper questioned <br />the nomination process for Mr. Byrd as the Mt. Pleasant area representative and <br />the lack of female representation on the EDC Board. <br /> <br />Review of Proposed FY 1995 County Budget <br /> <br /> Chairman Barnhart presented the following proposed changes to the budget <br />which he stated were a result of input from Board members. <br /> <br />Commissioners' Changes to Budget <br /> <br />Deletions <br />1. $25,000 from Animal Control for shelter design and site preparation. <br /> Project to be reviewed by September, 1994. <br />2. $1,800 from Animal Control for guns. <br />3. $4,000 from Personnel for personnel study. <br />4. $8,587 for part time position from Elections. <br />5. $16,000 from Elections for revolving file. <br />6. $10,025 from General Services for increasing hours of 5 part time <br /> custodians. <br />7. $21,100 from Animal Control for 1 truck and SWAB unit. <br />8. $7,757 from Emergency Management for sport-utility vehicle. <br /> TOTAL: $94,269 <br /> <br />Items Frozen Pending Board Review at a Later Date <br />1. $17,500 in Property Maintenance for 1 truck. <br />2. $31,231 in Parks and Recreation for ADA and other improvements. <br />3. $68,000 in Sheriff's Department for 4 cars and 4 radios. <br />4. $25,285 in Jail for Bailiff. <br /> TOTAL: $142,016 <br /> <br /> Additions <br /> 1. $5,000 in Elections for fire proof file cabinets. <br /> 2. $1,780 for Meals-On-Wheels. <br /> 3. $2,000 for Cooperative Christian Ministries. <br /> 4. $2,000 for Historic Cabarrus. <br /> 5. $3,000 for CVAN. <br /> 6. $3,000 for Communities in Schools. <br /> 7. $145,698 for QRV in Midland. <br /> 8. $205,000 to retain deputies at CMH when contract ends. <br /> 9. $930,500 in capital reserve for elementary school. <br />10. $97,245 General Fund contribution to EDC Fund in lieu of using current EDC <br /> assets. <br /> TOTAL: $1,395,223 <br /> <br /> <br />
