142 <br /> <br />Additions: <br />1. $3,000 for The Tropics - Bird Refuge Program <br /> · Seed money to get new not-for-profit education and tourist <br /> attraction and resource off the ground. <br /> · Require 100 hours of free educational programming for senior <br /> citizens and school children both public and private. <br />2. $60,000 for Park and Recreation Matching Grants: <br /> · Increases the total of matching grant money to $100,000. <br /> · Meets commitment to build new parks and ball fields in Cabarrus <br /> County. <br />Deletions: <br />1. $3,000 from Cabarrus Arts Council: <br /> · Reduces funding to $2,000, a 100% increase over last year. <br />2. $60,000 from Capital Reserve Fund <br /> · In keeping with the school/park concept adopted by task force. <br /> <br /> Commissioner Carpenter stated the need to put a true employee hiring freeze <br />in place. She also questioned the operation of the Home Health Agency and its <br />impact on private businesses in the county. <br /> <br />Commissioners Casper and Payne left the meeting at 9:40 P.M. <br /> <br /> There was general discussion by Board members regarding the need for a <br />performance audit, alternative funding sources, long range planning, and mandated <br />services in the areas of Health and Social Services. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 9:55 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
