He may execute contracts with outside agencies to properly <br /> document budgeted appropriations to such agencies where G.S. <br /> 153A-248(b), 259, 449 and any similar statutes require such <br /> contracts. <br />The County Manager may increase or decrease the number of positions <br />in the Cabarrus County Home Health Agency depending on market demand <br />for services. He may also adjust compensation levels in order to <br />ensure competitiveness. Additional positions may only be <br />established under this subsection if new revenues are available <br />equal to the expenditures. Following such actions where a budget <br />amendment is required, it will be submitted for approval at the next <br />Regular Meeting of the Board of Commissioners. <br /> <br />Section VI. <br /> A. <br /> <br />This ordinance and the budget documents shall be the basis for the <br />financial plan for the County of Cabarrus for the 1994-95 Fiscal <br />year. The County Manager and the Budget Officer shall administer <br />the Budget. Bonds <br />Clerk to the Board <br /> <br />Job Classification Schedule <br /> <br /> Mr. Don Moorhead, Personnel Director, presented the proposed Job <br />Classification Schedule. He pointed out the Community Social Services Assistant <br />(formerly Chore Provider) position was requested at Salary Grade 52 although the <br />State had reclassified this position to a Salary Grade 54 effective July 1, 1994. <br />According to Mr. Moorhead, revenues are not available in the Department of Social <br />Services to support 180 part-time positions at Salary Grade 54. Therefore, the <br />Community Social Services Assistant and commensurate positions of the same <br />occupational scale were moved down two grade levels on the County's schedule. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne with <br />Chairman Barnhart and Commissioners Payne, Fennel and Casper voting for and <br />Commissioner Carpenter voting against, the Board adopted the Job Classification <br />Schedule, effective July 1, 1994, as presented by Mr. Don Moorhead, Personnel <br />Director. The approved Schedule is on file in the Office of the County Manager <br />and is hereby included by reference as a part of the minutes. <br /> <br />Amendment to Personnel Ordinance <br /> <br /> Mr. Moorhead presented proposed amendments to the Personnel Ordinance to <br />make it coincide with the County's Personnel Management Plan. The Board declined <br />to take action and asked that the proposed amendments be included on the agenda <br />for the July 5th meeting. <br /> <br />6djournment of the Water and Sewer District Meeting <br /> <br /> Chairman Barnhart adjourned the meeting of the Water and Sewer District at <br />7:53 P.M. <br /> <br /> <br />
