He may award and execute contracts which are not required to be bid or which G.S. 143-131 allows to be let on informal bids so long as the annual budget or appropriate capital project ordinance contains sufficient appropriated but unencumbered funds for such purposes. 7. He may execute contracts with outside agencies to properly document budgeted appropriations to such agencies where G.S. 153A-248(b), 259, 449 and any similar statutes require such contracts. The County Manager may increase or decrease the number of positions in the Cabarrus County Home Health Agency depending on market demand for services. He may also adjust compensation levels in order to ensure competitiveness. Additional positions may only be established under this subsection if new revenues are available equal to the expenditures. Following such actions where a budget amendment is required, it will be submitted for approval at the next Regular Meeting of the Board of Commissioners. Section VI. A. This ordinance and the budget documents shall be the basis for the financial plan for the County of Cabarrus for the 1994-95 Fiscal year. The County Manager and the Budget Officer shall administer the Budget. The Finance Director shall establish and maintain all records which are in concurrence with this Budget and Budget Ordinance and the appropriate Statutes of the State of North Carolina. Bonds Clerk to the Board Job Classification Schedule Mr. Don Moorhead, Personnel Director, presented the proposed Job Classification Schedule. He pointed out the Community Social Services Assistant (formerly Chore Provider) position was requested at Salary Grade 52 although the State had reclassified this position to a Salary Grade 54 effective July 1, 1994. According to Mr. Moorhead, revenues are not available in the Department of Social Services to support 180 part-time positions at Salary Grade 54. Therefore, the Community Social Services Assistant and commensurate positions of the same occupational scale were moved down two grade levels on the County's schedule. UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne with Chairman Barnhart and Commissioners Payne, Fennel and Casper voting for and Commissioner Carpenter voting against, the Board adopted the Job Classification Schedule, effective July 1, 1994, as presented by Mr. Don Moorhead, Personnel Director. The approved Schedule is on file in the Office of the County Manager and is hereby included by reference as a part of the minutes. Amendment to Personnel Ordinance Mr. Moorhead presented proposed amendments to the Personnel Ordinance to make it coincide with the County's Personnel Management Plan. The Board declined to take action and asked that the proposed amendments be included on the agenda for the July 5th meeting. 6djournment of the Water and Sewer District Meeting Chairman Barnhart adjourned the meeting of the Water and Sewer District at 7:53 P.M.
