187 <br /> <br />during the extended recruitment period and the applicant's qualifications, <br />including ten years of HVAC experience and holder of North Carolina heating, <br />refrigeration and electrical licenses, justified hiring above job rate. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the request to hire above job rate the <br />HVAC Technician III at a starting salary of $31,618.49 (Salary Grade 66, Step 6, <br />Level 1). <br /> <br />INFORMAL PUBLIG GOMMENTS <br /> <br /> Chairman Barnhart opened ~e meeting for Informal Public Comments at 4:56 <br />P.M. <br /> <br /> Ms. Mildred Asbury of the Midland community questioned when water service <br />would be provided on Troutman Road and Graybark Road. She expressed concern that <br />the water lines had been installed on Jim Sossamon Road prior to Troutman Road <br />and Graybark Road. <br /> <br /> Mr. Henry Waldroup, Utilities Director, explained it was necessary to <br />complete the water lines on Jim Sossamon Road and create a hydraulic loop prior <br />to the widening of Highway 24-27. Also, he reported that available funding was <br />applied to those areas where the most customers would be served and that the <br />customer base on Jim Sossamon Road was much more dense than either the Troutman <br />Road or Graybark Road areas. <br /> <br /> Mr. Gerald Newton, Director of Planning, Zoning and Building Inspections, <br />discussed the criteria for the Community Development Block Grant (CDBG) Program <br />and the use of limited County funding to leverage available grants in order to <br />serve the most people. He reported the County had applied for CDBG funding this <br />year to complete the sewer work in the Fishertown Community. Also, he pointed <br />out that there are only two customers in the Graybark Road area although a number <br />of the residents in that area have access to water service. In conclusion, Mr. <br />Newton advised that the Water and Sewer Authority is conducting a year long study <br />to determine where water and sewer lines should be located throughout Cabarrus <br />County. <br /> <br /> Ms. Florence Potter spoke in support of water and sewer service for the <br />Troutman Road and Cal Bost Road areas. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart <br />closed the Informal Public Comments portion of the meeting. <br /> <br />Executive Session <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board moved to go into executive session to discuss <br />pending litigation regarding one of the last Coddle Creek condemnations. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the executive session was adjourned. <br /> <br />No action was reported from the executive session. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 5:20 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
