197 <br /> <br /> The Cabarrus County Board of Commissioners met in recessed session in the <br />Commissioners' Conference Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Monday, August 22, 1994, at 6'30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: .Sue B. Casper <br /> Arne L. Fennel <br />Absent - Commissioner: Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br />Executive Session <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved to go into executive session to discuss <br />pending or threatened litigation and land acquisition. The Board invited Mr. <br />Richard Koch, Attorney, to join the executive session. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the executive session was terminated. <br /> <br />No action was reported from the executive session. <br /> <br />Adjournment <br /> <br />Chairman Barnhart adjourned the meeting at 6:55 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
