Pilkington, Health Director, reviewed the amendment to the <br />Engineering Services Agreement to provide for the installation and sampling of <br />seven new ground water monitoring wells and 13 methane gas detection monitoring <br />wells at the County Landfill. The North Carolina Solid Waste Section requires <br />that this work be completed by October 9, 1994. Dr. Pilkington reported that the <br />tight timetable imposed by the State had resulted in all counties competing for <br />a short supply of qualified well drilling contractors. Therefore, he explained <br />that it had been necessary for the County to retain the services of a contractor <br />from Columbia, South Carolina and proceed immediately with this work. Dr. <br />Pilkington expressed concern regarding the manner in which the State had handled <br />the process and outlined the following sequence of events. <br /> <br />April, 1994 Transition Plan, including ground water monitoring <br />provisions, was submitted to State for review and approval. <br /> <br />July and August, 1994 - State notified counties that the Division of <br />Solid Waste Management had insufficient time to review the <br />Transition Plans. However, the State instructed all affected <br />landfills to implement plans to comply with the ground water and <br />methane monitoring portion of their submitted plans by October 9. <br />Cabarrus County received notice of interim approval on July 26. <br /> <br />July 26 - August 22 Engineering firm worked to prepare plans and <br />locate contractor to perform the work. <br /> <br />The total cost for the services was estimated at $86,065.00, including the work <br />of the subcontractors estimated at $50,350.00. However, Dr. Pilkington pointed <br />out that additional wells or wells in different locations could be required after <br />the State reviews the ground water portion of the County's Transition Plan. <br /> <br /> There was lengthy discussion by the Board regarding the required monitoring <br />wells and the manner in which the situation had been handled by the State. The <br />Board by general consensus asked Dr. Pilkington to draft a letter to Governor <br />Hunt expressing the Board's discontent with the situation.
