228 <br /> <br /> There was general discussion regarding the following issues and/or <br />suggestions to reduce construction costs and meet long term school facility <br />needs: (1) build "clone" schools; (2) talk with other architects, including <br />Attila Orkan who served as architect for the Jackson Park Elementary School in <br />Kannapolis; (3) visit schools built at less cost, including the Jackson Park <br />Elementary School and the Rowan-Salisbury Middle School; (4) construct large <br />facilities to house 1,500 to 2,000 students; (5) implement "year round" schools; <br />and (6) utilize church facilities or vacant buildings for classroom space. It <br />was noted during discussion that Department of Public Instruction guidelines <br />regulate the number of students that can be housed in a school facility as well <br />as the standards for public school construction. Long range plans, such as year <br />round schools, will be addressed further during the Education Summit to be held <br />in January, 1995. <br /> <br />Local Option Sales Tax <br /> <br /> At the conclusion of the meeting, Board members briefly discussed plans to <br />seek legislative authority to enable counties to enact an additional local option <br />one cent (1¢) sales tax for schools or other capital projects. A number of <br />counties throughout the state have endorsed this proposal. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />recessed the meeting at 7:03 P.M. until 5:00 P.M. on Friday, October 14, 1994. <br /> <br />Clerk to the Board <br /> <br /> <br />
