229 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center on <br />Friday, October 14, 1994, at 5:00 P.M. <br /> <br />Present - Chairman: -Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. John Day, <br />Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> County Commissioner candidates present for the meeting were Mr. Robert <br />Misenheimer, Mr. Kenneth Olio-Mills, and Mr. F. A. Rankin, III. <br /> <br />Chairman Barnhart called the meeting to order at 5:00 P.M. <br /> <br />Report on County Boundary Survey <br /> <br /> Mr. Terry Rowland, Cabarrus County Tax Administrator, introduced Mr. Gary <br />W. Thompson, Chief of Field Operations of the Geodetic Survey Section of the <br />North Carolina Department of Environment, Health and Natural Resources. Mr. <br />Thompson was present to discuss the recent survey that had been conducted to re- <br />establish the Iredell County boundary lines. Also present was Mr. Jerry Lundy, <br />Iredell County Director of Services and Development. <br /> <br /> At the request of Iredell County, the Geodetic Survey Section recently <br />completed the boundary survey of Iredell County which touches on nine counties. <br />The new boundaries have now been established with the exception of the southeast <br />corner which joins Cabarrus County and Rowan County. Under the new survey, <br />Cabarrus County would lose 409 acres to Iredell County and gain 1065 acres from <br />Rowan County. It was reported that Rowan County officials have indicated they <br />are agreeable to the new survey. <br /> <br /> There was lengthy discussion by the Board about the survey and its <br />findings. Both Mr. Rowland and Mr. Lundy emphasized the importance of <br />establishing county boundary lines in order to address future problems and handle <br />situations as they arise. Board members questioned Mr. Thompson about the <br />possibility of surveying Cabarrus County to establish all boundaries at the same <br />time. Mr. Thompson indicated that his department could not do the work at this <br />time; however, Cabarrus County can request a survey in the future. <br /> <br /> After discussion, there was general consensus for Cabarrus County to <br />proceed as follows: (1) Prepare a resolution contingent upon Iredell County and <br />Rowan County agreeing upon the line; (2) Ask the County Attorney to look at the <br />issue from the legal perspective; (3) Instruct Mr. Rowland to determine what <br />property owners would be affected; (4) Bring this information back to the Board <br />at which time a decision will be made. <br /> <br />Financial and Activity Report - 4th Quarter, FY 1994 and 1st Quarter, FY 1995 <br /> <br /> The Board briefly reviewed the financial and activity reports. Mr. <br />Witherspoon reported that there was an additional unrestricted Fund Balance in <br />the General Fund of $2,745,000.00+ at the end of FY 1994. Actual General Fund <br />revenues for the year ended June 30, 1994 totaled $61,251,720.00 with <br />expenditures of $58,955,113.00. The first quarterly report for FY 1995 showed <br />General Fund revenues of $14,916,599.00 and expenditures of $16,629,522.00. <br /> <br /> Specific departments/activities which were briefly discussed included the <br />following: Printing of the Sunset Outlook; Animal Control citations; Lack of <br />long-term maintenance of projects funded by the matching Parks and Recreation <br />incentive grants; Cost of the new water invoices; Decrease in Emergency Medical <br />Services (EMS) calls; and Child protective service investigations by the <br />Department of Social Services. <br /> <br /> <br />
