248 <br /> <br />CABARRUS COUNTY TOURISM AUTHORITY <br />By: <br /> <br />Chairman <br /> <br />ATTEST: <br /> <br />Secretary <br /> <br />Proclamation - National Diabetes Month in Cabarrus County <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> PROCLAMATION <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br /> Nearly 14 million Americans, 400,000 North Carolinians, <br /> and between 2,915 and 4,265 residents of Cabarrus County <br /> have diabetes, an incurable disease that impairs the <br /> body's ability to convert sugar into energy; and <br /> Diabetes is the fourth-leading cause of death by disease <br /> in the United States; and <br /> In this year alone, more than 650,000 Americans will <br /> contract the disease and 160,000 will die from it, <br /> including a disproportionate number of Hispanic <br /> Americans, AfricanAmericans, and NativeAmericans; and <br /> People with diabetes have a high risk of developing <br /> serious complications, such as blindness, kidney <br /> disease, heart attack and stroke; and <br /> An increase in community awareness of diabetes, new <br /> research findings, and the American Diabetes <br /> Association, may stimulate public action in increasing <br /> research toward a cure, and inspire people to take <br /> better control of their disease and live a healthier <br /> life. <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Commissioners hereby proclaims the month of November as "National <br />Diabetes Month in Gabarrus County" and urges every citizen in <br />Cabarrus County to participate in efforts that support research to <br />end diabetes and improve the lives of all those who have this <br />disease. <br /> This the 17th day of October, 1994. <br /> <br />/s/ Jeffrey L. Barnhart, Chairman <br /> <br />Water and Sewer District <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District of Cabarrus County. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Barnhart opened the meeting for Informal Public Comments. <br /> <br /> Ms. Mildred Asbury thanked the Board for the Community Development Block <br />Grant funds to install water on Greybark Road. <br /> <br /> Mr. F. A. Rankin, Jr., questioned the Board regarding the completion of the <br />Coddle Creek Reservoir Project and the development of a recreation plan for the <br />Reservoir. He stated it was announced in September that the pipeline relocation <br />would be completed in December, 1994; however, no work has been done. <br /> <br /> Mr. HartSell advised Mr. Rankin that the delay had been caused by <br />Plantation Pipeline Company. The design for the relocation work was delivered <br />to HDR Engineering by Plantation Pipeline on Saturday. Commissioner Payne advised <br />that work is in progress on a recreation plan. <br /> <br /> <br />
