In conclusion, Mr. Morrison requested that the <br />County provide operational funds for a library in Mt. Pleasant as it does for the <br />Kannapolis Branch Library. <br /> <br /> Mr. Tom Dillard, Library Director, estimated annual operating costs at <br />$60,000 to $80,000.00 based upon 30 hours of operation per week. He further <br />estimated the cost of the initial book collection of 5,000 to 6,000 volumes at <br />$100,000.00. <br /> <br /> There was discussion regarding the possible sharing of operating funds by <br />the Town of Mt. Pleasant, utilization of public schools for library facilities, <br />and the cost of furnishings, shelving, etc. for the new library. The Board asked <br />the County Manager and Mr. Dillard to bring additional information back to the <br />Board at the next meeting regarding the cost of equipping and operating a branch <br />library in Mt. Pleasant. <br /> <br />Flood Damage Prevention Ordinance Public Hearing 7:00 P.M. <br /> <br /> Mr. Gerald Newton, Director of Planning, Zoning and Building Inspections, <br />briefly reviewed the revised Flood Damage Prevention Ordinance. He pointed out <br />that the municipalities in the county have adopted the same ordinance, making it <br />the first ordinance to be unified throughout the entire county. <br /> <br /> At 7:15 P.M. Chairman Barnhart stated this was the date and hour for a <br />public hearing on the Flood Damage Prevention Ordinance. He asked if anyone were <br />present who wished to speak either for or against the proposed ordinance. There <br />was no one present to address the Board, and Chairman Barnhart closed the public <br />hearing. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the revised National Flood Insurance Flood <br />Damage Prevention Ordinance as presented, amending Chapter 38, Article II, <br />Section 38-26 et seq. of the Code of Ordinances, Cabarrus County, North Carolina. <br />The Ordinance as adopted is on file in the Office of the County Manager and <br />hereby included by reference as a part of the minutes. <br /> <br />Cabarrus County Community Development Block Grant <br />Pro~ect <br /> <br />Community Revitalization <br /> <br /> Mr. Newton discussed the award of $630,262.00 in 1994 Community Development <br />Block Grant (CDBG) funds for Community Revitalization in the Fishertown and <br />Greybark areas. Plans are to rehabilitate 38 homes in the Fishertown community <br />and to use the local option money to provide water to approximately 20 homes in <br />the Greybark Road area of Midland. <br /> <br />Grant Administration <br /> <br /> Mr. Newton reported that two proposals were received for the Administrative <br />Services of the CDBG Grant: Stark Associates with a ceiling fee of $119,000.00 <br />and Benchmark, Inc., with a ceiling fee of $125,000.00. Having evaluated both <br />proposals based on a point system for various factors, Mr. Newton recommended the <br />award of the grant administration to Stark Associates which had earned 60 out of <br />60 points. Benchmark earned 54 out of 60 points. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel and <br />unanimously carried, the Board awarded the grant administration of the 1994 <br />Community Development Block Grant for Community Revitalization to Stark <br />Associates at a not-to-exceed fixed fee of $119,000.00. <br /> <br />B.
