238 <br /> <br />Ail replacement housing will be provided within three years of the <br />commencement of the demolition or rehabilitation relating to <br />conversion. Before obligating or expending funds that will directly <br />result in such demolition or conversion, the County will make public <br />and submit to the Division of Community Assistance the following <br />information in writing: <br /> 1. A description of the proposed activity; <br /> 2. A general location on a map and approximate number of <br /> dwelling units by size (number of bedrooms) that will be <br /> demolished or converted to a use other than as <br /> low/moderate-income dwelling units as a direct result of <br /> the assisted activity; <br /> 3. A time schedule for the commencement and completion of <br /> the demolition or conversion; <br /> 4. The general location on a map and approximate number of <br /> dwelling units by size (number of bedrooms) that will be <br /> provided as replacement dwelling units; <br /> 5. The source of funding and a time schedule for the <br /> provision of the replacement units; and <br /> 6. The basis for concluding that each replacement dwelling <br /> unit will remain a low/moderate-income dwelling unit for <br /> at least 10 years from the date of initial occupancy. <br /> <br />The County will provide relocation assistance, as described in <br />570.606 (b)(2), to each low/moderate-income household displaced by <br />the demolition or housing or by the conversion of a low/moderate- <br />income dwelling to another use as a direct result of assisted <br />activities. <br /> <br />Consistent with the goals and objectives of activities assisted <br />under the act, we will take the following steps to minimize the <br />displacement of persons from their homes: <br /> <br />No housing unit will be demolished that, after <br />inspection, that has been found to be in such structural <br />condition that it can be repaired for $25.00 per square <br />foot up to a maximum of $25,000 per structure. <br />No housing unit will be converted to a use other than as <br />low/moderate-income housing using CDBG funds. <br /> <br /> October 17, 1994 By: /s/ Jeffrey L. <br /> Date Chairman <br />ATTEST: <br /> /s/ Frankie F. Bonds <br /> Clerk <br /> CITIZEN PARTICIPATION PLAN <br /> CABARRUS COUNTY <br /> <br />Barnhart <br /> <br />This plan describes how the County will involve citizens in the <br />planning, implementation and assessment of the Community Development <br />Block Grant (CDBG) Program. The CDBG Program provides funds to <br />local governments on a competitive basis. The funds must be used <br />for projects which benefit low-and moderate-income persons and aids <br />in the elimination and prevention of slums and blight. The program <br />is intended to assist governments in undertaking neighborhood <br />improvement programs. The regulations give ultimate responsibility <br />for the design and implementation of the program to local elected <br />officials and also requires that citizens be given an opportunity to <br />serve in key advisory roles to these elected officials. <br /> <br /> ADVISORY COMMITTEE <br />To insure that local residents are given a full opportunity to <br />participate in the program, a Neighborhood Area Committee will be <br />established to function in an advisory capacity to the governing <br />board regarding program design, implementation and assessment. This <br />five (5) member committee will consist of three (3) residents of the <br />designated Target Area (the area that is the subject of the CDBG <br />project), and two (2) at-large members. Members will be appointed <br />by the governing board. Citizens and civic organizations are urged <br />to make recommendations for appointment. Of particular interest is <br /> <br /> <br />
