25O <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session with the Cabarrus County Board of Education in the Multipurpose Room of <br />the Cabarrus County Governmental Center in Concord, North Carolina on Monday, <br />October 24, 1994, at 5:30 P.M. The purpose of the meeting was to establish or to <br />instruct the staff of the Boards or their negotiating agents concerning the <br />position to be taken by or on behalf of the Boards in negotiating the price and <br />other material terms of a proposed contract for the acquisition of real property <br />by purchase, option or exchange. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> 'Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; Mr. John Day, Budget Officer; and Mrs. Frankte <br />F. Bonds, Clerk to the Board. <br /> <br /> Members of the Board of Education present for the meeting were Mrs. Betty <br />Alston, Chair, and Members Harold Hartsell, Kaye Amos, Gary Hahn, Don Hoyle, <br />Grace Mynatt, and Lewis Williams. Also present were Mr. Paul Lentz, Assistant <br />Superintendent, and Ms. Jeanette Trexler, Secretary. <br /> <br />Chairman Barnhart called the meeting to order at 5:30 P.M. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to go into closed session for consideration <br />involving price and material terms of property acquisition. The property to be <br />considered consisted of approximately 60 acres located at Poplar Tent and crisco <br />Roads, owned by the Elizabeth P. Cook Family Limited Partnership, and proposed <br />for use as a new, westside elementary school, possibly with related park and <br />recreation facilities. <br /> <br /> The Board of Education moved to go into closed session with the Board of <br />Commissioners for the same purpose as stated by Chairman Barnhart. <br /> <br /> Joining both Boards in closed session were Mr. Dennis Yates and Mr. Mike <br />Chreitzberg of Yates Chreitzberg Architects, the architectural firm for the new <br />westside elementary school. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the closed session was adjourned. <br /> <br />The Board of Education also voted to end its closed session. <br /> <br /> Commissioner Payne left at 7:05 P.M. and was absent for the remainder of <br />the meeting. <br /> <br /> Mr. Yates reviewed the proposed site plan for the property being explored <br />as the possible location for the new westside elementary school and a possible <br />County recreational area consisting of soccer fields, baseball fields, picnic <br />areas and a greenway hiking/biking path. <br /> <br /> Mrs. Mynatt pointed out that there are many details to be worked out <br />regarding the proposed site at Poplar Tent and Crisco Roads, including such items <br />as cost, design, environmental fitness, and conditions of the seller. She <br />emphasized that the Board of Education will continue to pursue other parcels of <br />property for the new school. An invitation was issued for any property owner in <br />that area with 40 to 60 acres and interested in selling the property for a school <br />to contact the Board of Education. <br /> <br /> The design process for the new westside elementary school will continue <br />with the opening of the school scheduled for August, 1996. The current estimated <br />cost of the proposed school is $8.2 million, excluding contingency. The facility <br />is being planned to house a student population of 800 with a core for 1,000 <br />students. In order to meet the scheduled 1996 opening, Mr. Yates stated that a <br />site should be selected by December 1 and no later than January 1, 1995. <br /> <br /> <br />
