263 <br /> <br />The Consent Judgment and Exhibit A are on fiie in the Office of the County <br />Manager and hereby included by reference as a part of the minutes. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Ms. Florence Potter thanked Commissioners Carpenter and Payne for the work <br />that is being done in the Midland area, specifically the water service to the <br />Greybark Road community. <br /> <br /> Mr. F. A. "Jack" Rankin questioned the Board regarding the status of the <br />following items relating to the Coddle Creek Reservoir Project: ~(1) Relocation <br />of the pipeline; (2) Relocation of the raw water pump station belonging to <br />Fieldcrest Cannon; and (3) Development of a Recreation Plan for the reservoir. <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, reported that the plans for <br />the Kannapolis pump station are nearing completion and should be advertised <br />shortly for bids. Also, he is currently working with the Water Supply Group <br />officials in Mooresville to ascertain the restrictions to be placed on <br />recreational activities at the reservoir. After these details are worked out, <br />Mr. Watson will work with the County's Parks and Recreation staff to develop a <br />proposed recreation plan for the reservoir. <br /> <br /> Mr. Hartsell reported that Plantation Pipeline has required that the issues <br />of relocation and reimbursement as well as liability and indemnification be <br />resolved simultaneously. The design work has been completed, and Cabarrus County <br />will pay the actual costs of relocation of the pipeline. However, according to <br />Mr. Hartsell, the requirement by Plantation that Cabarrus County be responsible <br />in the event there is a leak in the relocated pipelines is unacceptable to the <br />County. Work will continue, with the assistance of the permitting authorities, <br />to resolve this issue with company officials. <br /> <br />Comments by Commissioners Carpenter <br /> <br /> Commissioner Carpenter thanked the citizens of Cabarrus County for the <br />opportunity to serve on the Board for the past four years. She also commented on <br />the importance of team work by members of the Board. Commissioner Carpenter cited <br />the agreement to bring a mobile mammography unit into Cabarrus County and the <br />adoption of the revised Animal Control Ordinance as two major accomplishments <br />during her term. <br /> <br />Executive (Closed) Session <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, that under the provisions of GS 143-318.11(a), Subsections <br />3 and 4, the Board moved to go into executive session to (3) to consult with the <br />attorney to the extent necessary to preserve the attorney-client privilege and <br />(4) to discuss matters relating to the location or expansion of industries or <br />other businesses in Cabarrus County. The Board invited Dr. Franklin C. Niblock, <br />Jr., and Mr. Kenneth Olio-Mills, Commissioners-Elect, to join the Board in <br />executive session. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the executive session was adjourned. <br /> <br />No action was reported from the executive session. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 8:30 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
