271

each month. These meetings will be held in the Commissioners'
Meeting Room at the Cabarrus County Governmental Center in Concord,
NC. The time and place of the second regular meeting continues to
be fixed at 6:30 P.M. on the third Monday of each month at the same
location.

BE IT RESOLVED that the regular meeting scheduled for Monday,
January 2, 1995, is hereby changed to 6:30 P.M. on Tuesday, January
3, 1995, due to the New Year's holiday.

Water and Sewer District Meeting

Chairman Barnhart recessed the meeting until the conclusion of the Water
and Sewer District meeting.

Chairman Barnhart reconvened the meeting of the Board of Commissioners.

In-County Retreat

The Board tentatively scheduled a Board retreat at the Niblock Farm on
Thursday evening, February 2, and on Friday, February 3, 1995. Mr. Kurt Jenne,
Assistant Director of the Institute of Government, will facilitate the retreat.

INFORMAL PUBLIC COMMENTS,

Chairman Barnhart opened the meeting for Informal Public Comments.

Ms. Karen Cobb condemned the actions of Sheriff Robert Canaday who, she
stated, "fired" five long-time veterans of the Cabarrus County Sheriff's
Department this date. According to Ms. Cobb, one can only assume that the
"firings" were political in nature as, to her knowledge, none of the officers had
a single reprimand in his or her personnel file. The five employees included
Officers Damon Bostick, Jeff Miller, Clyde Furr, Dorothy Lawing and Steve Hilton.

Mr. Wallace Htnnant complained that the proposed contract with Mayflower
Contract Services favors the provider, not Cabarrus County. He objected to a
blanket increase for the entire transportation program, stating that the clients
who need the door-to-door service can be identified. Mr. Hinnant challenged the
Board to insure that the contract is in favor of the County and that the
contracted services are provided.

There was no one else present who wished to address the Board, and Chairman
Barnhart closed the meeting for Informal Public Comments.

.Adjournment

There being no further business to come before the Board, Chairman Barnhart
adjourned the meeting at 7:50 P.M.

Clerk to the Board
