187 <br /> <br />System for 60 mos. <br />5 day/wk maint. <br /> <br />System for 60 mos. <br />24 hr/7 day maint. <br /> <br />Southern Tele-Comm. <br />Concord Telephone Co. <br /> <br />$70,545.53 <br />$69,368.30 <br /> <br />$76,348.73 <br />$72,416.30 <br /> <br />He recommended that the bid be awarded to Concord Telephone Company at a cost of <br />$69,368.30 (60 mos/5 day/week maintenance). <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board awarded the contract for the new telephone system <br />at the Health Department to the low bidder, Concord Telephone Company, at a cost <br />of $69,368.30 (60 months/5 day/week maintenance). <br /> <br />Engineering Report and Recommendation for Bid Award - Midland/Wallace Road- Water <br />Distribution Facility Mr Paul Watson <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., presented the <br />following bids, as corrected, which were received on January 7, 1993 for the <br />Midland/Wallace Road Water Distribution Facilities. <br /> <br />Contractor License No. <br />RDR, Inc. 7287 <br />Jimmy Lynch & Sons 7706 <br />RF Shinn 10580 <br />Hickory Sand 2648 <br />State Utility 17793 <br />Ramey, Inc. 9727 <br />B.R.S., Inc. 20414 <br /> <br />Total Base Bid <br /> $324,003.00 <br /> $348,222.50 <br /> $362,437.31 <br /> $372,155.50 <br /> $410,700.00 <br /> $436,755.00 <br /> $476,755.00 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board accepted the bids as received for the <br />Midland/Wallace Road Water Destruction Facilities and awarded the contract to the <br />low bidder, RDR, Inc., at the total base bid of $324,003.00. <br /> <br />UNFINISHED BUSINESS <br /> <br />Financing Arrangement for Customers Unable to Pay the Water/Sewer Connection Fees <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following Financing Arrangements for <br />Customers Unable to Pay the Water/Sewer Connection Fee. <br /> <br />Purpose: To provide a means for low income property owners to <br />connect to water and sewer service. <br /> <br />Method: Verification of need will be through the Department of <br />Social Services or by approval of Liaison Members Appointed to the <br />Utility Department. <br /> <br />To provide assistance, the Utilities Department will first ask the <br />potential customer if they are being provided service from the <br />Department of Social Services. If so, staff will confirm this <br />through the Department of Social Services on a special form for this <br />purpose. <br /> <br />If the potential customer does not qualify for/or is not presently <br />receiving assistance, staff will request that they make application <br />on a separate application which asks for such information as home <br />rental or ownership, monthly household income, number in household, <br />equity in real estate, place of employment and reason for requesting <br />financial assistance. This application will be reviewed by both <br />Liaison Members the Commissioners appointed to the Utility <br />Department, for their approval. <br /> <br />The financing methods will be as follows: <br /> <br /> <br />
