190 <br /> <br />Meeting at the Cooperative Christian Ministry Crisis Center <br /> <br /> The Board agreed to meet at the Cooperative Christian Ministry Crisis <br />Center at 5:00 P.M. on Tuesday, January 26, 1993, at 5:00 P.M. This meeting had <br />previously been scheduled for Friday, January 29. <br /> <br />Possible Use of Suburban Vehicle as a Quick Response Vehicle <br /> <br /> Chairman Carpenter asked Mr. Witherspoon to talk with Mr. Leonard Sossamon, <br />Concord City Manager, regarding the possibility of the County using the Suburban <br />vehicle formerly belonging to the Pitts Volunteer Fire Department as a Quick <br />Response Vehicle (QRV). This vehicle was transferred to the City of'Concord and <br />is currently being used by the Concord Fire Department. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> <br /> Chairman Carpenter reconvened the meeting of the Board of County <br />Commissioners. <br /> <br />Architectural Contract with Dennis Yates <br /> <br /> The Board by consensus authorized Mr. Witherspoon to develop a contract for <br />architectural services with Dennis Yates for work to solve water problems in the <br />Governmental Center. Total cost of work was estimated at $73,500.00 and included <br />a Dura-Deck type deck for 16,000± square feet, waterproofing work at the front <br />step area, and architectural fees. <br /> <br />Economic Development Policy <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board agreed to add an Economic Development Policy to <br />the agenda for discussion. <br /> <br />Commissioner Fennel presented the following proposal: <br /> <br />Cabarrus County Commissioners <br />Economic Development Policy <br />Using <br />Certificates of Participation <br /> <br />PURPOSE: <br />To establish a policy by which private/public partnership economic <br />development projects may be evaluated for possible participation by <br />the County. <br /> <br />CRITERIA: <br /> <br /> Must be fully collateralized. (No risk to the taxpayer!) <br /> Must provide one (1) job for every $10,000 invested. <br />'Money going into the project has to be for a public purpose. <br /> Any debt service payments taken on by the County are fully paid by <br /> new taxes created or personally by the developer(s). (No risk to <br /> the taxpayer!) <br /> The sum total of all debt service paid by the county shall be <br /> reimbursed by the developer(s) through either cash or assets, <br /> terms of which have to be agreed upon by the County. <br /> Economic impact analysis required. <br /> Economic participation in the investment of property and <br /> infrastructure by developer(s) at %. <br /> Diversified private investment within the county. <br /> Developer is current on all property tax payments. <br /> Involvement by host city equal to their portion of increased <br /> taxes. <br /> <br /> The Board agreed to review the proposal and discuss it further at the next <br />meeting. <br /> <br /> <br />
