177 <br /> <br /> The grantee's officers, employees, or agents shall neither solicit nor <br />accept gratuities, favors, or anything of monetary value from contractors, <br />potential contractors, or parties to sub-agreements. <br /> <br />CONFLICT OF INTEREST <br /> No employee or agent shall influence or attempt to influence the outcome <br />of any case or matter in which he has a direct interest either personally or in <br />the person of any relative by blood or marriage. Carpenter <br />CHAIRMAN, BOARD OF COMMISSIONERS <br />CABARRUS COUNTY <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Procurement Policy for the <br />CDBG Grant Project and authorized Chairman Carpenter to execute the Policy on <br />behalf of Cabarrus County. <br /> <br />CABARRUS COUNTY <br />PROCUREMENT POLICY <br />FOR <br />CDBG GRANT PROJECT <br /> <br />In the procurement of supplies, equipment, or services in the CABARRUS COUNTY <br />CDBG program the following shall apply: <br /> 1) Small purchase procedures. These are relatively simple and <br /> informal procurement methods that are sound and appropriate <br /> for a procurement of services, supplies, or other property, <br /> costing in the aggregate not more than $1,500. Under this <br /> procurement method price or rate quotations shall be obtained <br /> from an adequate number of qualified sources. Office supplies <br /> and equipment may be secured by this method. <br /> 2) In competitive sealed bids (formal advertising) sealed bids <br /> shall be publicly solicited and a firm, fixed price contract <br /> shall be awarded to the responsible bidder whose bid, <br /> conforming with all of the material terms and conditions of <br /> the invitation for bids, is lowest in price. The housing <br /> rehabilitation program, the sewer installations and <br /> demolitions, if any, shall be awarded by utilizing this <br /> procedure. <br /> 3) In competitive negotiations, proposals shall be requested from <br /> a number of sources and the Request for Proposals shall be <br /> publicized. Ail aspects of the competitive negotiations shall <br /> be carried out in conformance with Federal Circular A-lO2. <br /> The general administrative contract and engineering, legal, <br /> and appraisal services relating to the program implementation <br /> shall be awarded using this method. <br /> <br />On all procurements, efforts shall be made to solicit bids from qualified small <br />and minority business firms. <br /> <br />In all cases, procurement under this Policy must conform to the requirements for <br />procurement set forth in Federal Circular A-102. <br /> <br />An adequate record of procurement must be maintained to insure that these <br />policies and the requirements of Circular A-102 have been followed in their <br />entirety. <br /> <br />ADOPTED THIS THE 19th DAY OF JANUARY, 1993 BY THE CABARRUS COUNTY BOARD OF <br />COMMISSIONERS. <br /> <br />ATTEST: <br /> /s/ Frankie F.
