179 <br /> <br />ZONING AMENDMENT - PUBLIC HEARING - 7:00 P.M. <br /> <br />Petition 92-11. Robert Faggart, Jr., 1 acre off Fairbluff Road, <br />part of Map/PIN 5548-34-9448. Wish to rezone from R-7.2 to ARR-SU. <br /> <br />Planning and Zoning Commission voted 9-0 to approve this zoning text <br />amendment. <br /> <br /> Chairman Carpenter opened the public hearing for Petition 92-11 by Robert <br />Faggart, Jr. <br /> <br /> Dr. Nancy Randall, Chairperson of the Planning and Zoning Commission, and <br />Mr. Robert Faggart, Jr., Petitioner, indicated they wished to speak during the <br />public hearing. They were affirmed by the Clerk to the Board. <br /> <br /> Dr. Randall reviewed the proposed petition by Mr. Faggart to rezone a tract <br />of land from R-7.2 to ARR-SU in order to construct a race shop (under the auto <br />repair line item) on the property. She noted that the race shop is a conditional <br />use of the ARR zone and that Mr. Faggart must meet the specific conditions for <br />this use. <br /> <br /> Mr. Jonathan Marshall, Planner, presented a video showing the location of <br />the property and reviewed the Conceptual Development Plan which had been <br />submitted by the petitioner. He noted the following items for consideration: 1) <br />A six-foot wood fence will be constructed on the north side to screen the use; <br />2) Engines for the race cars will be installed on the property with assembly and <br />testing done elsewhere; and 3) No substantial increase in traffic will occur as <br />only employees will be traveling to and from the site. <br /> <br /> Mr. Faggart briefly explained his new business, stating that it will <br />involve himself and three employees in the operation of the race shop. <br /> <br /> There was no one else present to speak, and Chairman Carpenter closed the <br />public hearing. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved Petition 92-11 by Robert Faggart, Jr., <br />to rezone one acre off Fairbluff Road, part of Map/PIN 5548-34-9448 from R-7.2 <br />to ARR-SU to construct a race shop (under the auto repair line item) and in <br />accordance with the Conceptual Development Plan submitted by Mr. Faggart for the <br />property. <br /> <br />Rowan-Cabarrus Community College (Resolution Request) - Dr. R. L. Brownell <br /> <br /> Dr. R. L. Brownell, President of Rowan-Cabarrus Community College, <br />presented a Resolution of Support for consideration by the Board. He also <br />introduced Mr. Ben Mynatt and Mr. Phillip H. Smith, Sr., local members of the <br />Board of Trustees for Rowan-Cabarrus Community College. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Resolution of Support. <br /> <br /> RESOLUTION OF SUPPORT <br />FOR <br />ROWAN-CABARRUS COMMUNITY COLLEGE <br /> <br />The Cabarrus County Board of Commissioners does hereby adopt the <br />following: <br /> <br />RESOLUTION OF SUPPORT <br />The Cabarrus County Board of Commissioners endorses the <br />inclusion in the State Construction Bond Referendum of a <br />Classroom Building project for the South Campus of Rowan- <br />Cabarrus Community College. The Commissioners intend to <br />support, to the extent possible, the operation and maintenance <br />costs of this construction if it materializes; and additional <br />construction amounts required pending approval by the voters <br />of Cabarrus County if it is required. <br /> <br /> <br />
