193 <br /> <br /> Motion was made by Commissioner Fennel and seconded by Commissioner <br />Barnhart to appoint Mr. Kenneth Olio-Mills to the Cable Franchise Commission <br />subject to his resignation from the Planning and Zoning Commission. Motion was <br />seconded by Commissioner Barnhart. After discussion, Commissioners Fennel and <br />Barnhart withdrew the motion and second. This appointment will be made by the <br />Board on February 1. <br /> <br />Westside By-Pass <br /> <br /> Commissioner Barnhart introduced discussion of the Westside By-Pass and the <br />public hearing scheduled for January 28 by the North Carolina Department of <br />Transportation. It was noted that the Board of Commissioners, along with the <br />governing boards for the cities of Concord and Kannapolis, had previously <br />endorsed Alternate 1 for the By-Pass. Commissioner Casper objected to Alternate <br />1, stating that the proposed route passes through an area with groundwater <br />contamination and deadends in a watershed. After lengthy discussion, it was <br />consensus of a majority of the Board that Commissioner Payne, transportation <br />liaison, will endorse Alternate 1 at the public hearing and will ask that the <br />Department of Transportation establish the centerline alignment for the Westside <br />By-Pass as quickly as possible. <br /> <br />Governmental Center - Architectural Services/Budget Amendment <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne with <br />Commissioners Barnhart, Payne, Casper and Fennel voting for and Chairman <br />Carpenter voting against, the Board adopted the following budget amendment for <br />funding to correct the water leakage in the occupied area of the Governmental <br />Center. An alternate for an additional <br />7,000 SF of deck surface will be prepared. <br /> <br />Services are to include technical specifications, bidding, <br />construction administration, and periodic observation at the rate of <br />one (1) hour pe~ day until installation is complete. <br /> <br />Basic compensation Compensation for services will be Lump sum, <br />based upon ten percent (10%) of low bona fide bid for work. Initial <br />basis of compensation shall be assumed to be $7,500.00 plus normal <br />reimbursable expenses. <br /> <br /> <br />
