209 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 15, 1993, at 6:30 P.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> <br /> Boy Scout Troop 591 of the Mt. Mitchell United Methodist Church conducted <br />the Presentation of Colors Ceremony. Scouts participating included Randy <br />Jarrett, Phillip Linker, Spencer Thomas, Jeremy Wilson, Jason Edgison, and <br />Patrick Eudy. <br /> <br />The invocation was given by Commissioner Fennel. <br /> <br /> The Board observed a moment of silence in memory of Mr. A. J. Blackwelder, <br />former Mayor of the Town of Harrisburg. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the minutes of January 4, 15, and 19, 1993 were approved as <br />written. <br /> <br />Recognition of Retiring Employee <br /> <br /> Chairman Carpenter recognized Mr. Bachman S. "Sam" Brown, who is retiring <br />on February 28, 1993 after serving as an Inspector with the Planning, Zoning and <br />Building Inspections Department since 1970. Commissioner Payne presented a <br />plaque to Mr. Brown in recognition of his service to Cabarrus County. <br /> <br /> Mr. Brown thanked the members of the Board and the citizens of the county <br />for his 23 years of employment with Cabarrus County. <br /> <br />UNFINISHED BUSINESS <br /> <br />Establishment of the Emergency Medical Services Study Council <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter and <br />unanimously carried, the Board deferred the establishment of the Emergency <br />Medical Services Study Council until the second meeting in March. <br /> <br />Appointment - Executive Committee for "Sharing the Vision" <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board appointed Mr. John Witherspoon, County Manager, <br />as a County representative to the "Sharing the Vision" Executive Committee. <br /> <br /> Other County representatives previously appointed by the Board were Mr. <br />Bill Babb, Ms. Mary Barnes and Mr. Gary Thrailkill. <br /> <br />Appointments Economic Development Corporation Board (2) <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board deferred the appointments to the Greater Cabarrus <br />County Economic Development Corporation Board until the first meeting in March. <br /> <br />NEW BUSINESS CONSENT <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br /> <br />
