216 <br /> <br />Proposal of Consideration of Hiring Freeze <br /> <br /> Chairman Carpenter proposed that the Board consider a possible hiring <br />freeze as well as a freeze on salaries. She asked that discussion of this <br />matter and other budgetary concerns be included on the agenda for the next <br />meeting. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> <br />Chairman Carpenter reconvened the meeting of the Board of Commissioners. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Carpenter opened the meeting for Informal Public Comments at 9:50 <br />P.M. <br /> <br /> Mr. Kenneth Olio-Mills addressed the following issues: Mobile telephones, <br />personal long distance telephone calls allegedly made at taxpayers' expense, and <br />an alleged sexual advance made toward a female County employee. He specifically <br />objected to the 66 pagers and 28 new cellular phones which he stated were <br />obtained through an agreement with A+ Communications in October of 1992. Mr. <br />Olio-Mills further named employees who are assigned cellular phones and reviewed <br />the number of calls made on each telephone since October. In conclusion, Mr. <br />Olio-Mills asked that the Board take the following action: 1) Make a complete <br />review, with Commissioner Payne's involvement, of the leasing of pagers and <br />telephones from A+ Communications; (2) Send a directive to all departments that <br />all employees review past telephone bills and reimburse the County the charges <br />for all personal telephone calls; and (3) Investigate unwanted sexual advances <br />allegations, either to substantiate the charges or to find them unfounded. <br /> <br /> Mr. Gerald A. Newton, Director of Planning, Zoning and Building <br />Inspections, announced that a draft report would be presented to the Water and <br />Sewer Authority on Thursday regarding future sewer interceptor locations <br />throughout the county. He also reported that a pre-application meeting for the <br />Community Development Block Grant (Economic Development) for the Howell Center <br />was scheduled at the State Commerce Center in Raleigh on February 18. <br /> <br />Executive Session o Personnel and Land Acquisition <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter and <br />unanimously carried, the Board moved to go into executive session to discuss a <br />personnel matter and possible land acquisition. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter and <br />unanimously carried, the executive session was terminated. <br /> <br />No report was filed on the executive session. <br /> <br />REPORTS <br /> <br />Budget Amendment - General Services <br /> <br /> The following budget amendment was included in the Reports section of the <br />Agenda. <br /> <br />Budget Revision/Amendment Request <br /> <br />DEPARTMENT OF GENERAL SERVICE ADMINISTRATION <br />AMOUNT $5,500.00 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: Connect existing equipment to emergency generator: Computer <br /> room air conditioning units, parking arms and gates, telephone system. <br /> Install fuses on lights around outside of Commissioners' Chamber. <br /> <br /> <br />
