218 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Wednesday, March 3, 1993, at 9:00 A.M. The <br />meeting had been rescheduled from March 1 due to the National Association of <br />Counties Legislative Conference in Washington, D. C. on February 26 March 2, <br />1993. <br /> <br />Present <br /> <br />Absent - <br /> <br />Chairman: Carolyn B. Carpenter <br />Vice-Chairman: Kenneth F. Payne <br />Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br />Commissioner: Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr, County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Carpenter called the meeting to order at 9:00 A.M. <br /> <br /> Mr. Eddie Stelmack of Chapter 27 of the Disabled American Veterans led the <br />Pledge of Allegiance. <br /> <br /> The invocation was given by Reverend Don McNair of the First Baptist Church <br />in Kannapolis. <br /> <br />Turn Trash into Cash" Drawing <br /> <br /> Chairman Carpenter and Mr. Rick Payne, Recycling Coordinator, conducted the <br />final drawings for "Turn Trash into Cash", a contest to promote the recycling <br />program in Cabarrus County. Winners of $100.00 in cash were Mr. Paul <br />Hollingsfield and Mrs. Marcelle Upright. Mr. Bill Simpson was selected as the <br />winner of the grand prize, a vacation in Florida donated by Barnhart, Walker and <br />Strickland and Christopher's Travels. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointments Economic Development Board (2) <br /> <br /> Commissioner Barnhart nominated Mr. Tim Huie and Mr. James Martin as <br />representatives to the Greater Cabarrus County Economic Development Board. <br />Chairman Carpenter moved that nominations be closed. By consensus, the Board <br />appointed Mr. Huie and Mr. Martin to the Economic Development Board. They joined <br />Commissioners Barnhart and Fennel and County Manager Witherspoon as the County's <br />representatives to that Board. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Casper and Payne and Chairman Carpenter voting for, the <br />minutes of January 26 and February 1, 1993 were approved as written. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment - Public Health <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Payne and Casper and Chairman Carpenter voting for, the <br />Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT $4,533.56 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To purchase HEP B Vaccine for Piedmont Residential <br /> Development Center. CK #3354 $4,533.56 received and deposited under <br /> Miscellaneous Health Revenue. <br /> <br /> <br />
