222 <br /> <br />reported that a number of other property owners in the area have expressed an <br />interest in the water and sewer project. Therefore, Mr. Newton advised that the <br />Board could apply for 1992 funds or wait to apply for 1993 funds and attempt to <br />involve more property owners in the project. However, he noted that there was <br />no guarantee that the project would qualifyunder new 1993 funding guidelines. <br /> <br /> Chairman Carpenter opened the public hearing scheduled at this time to <br />explain the proposed Community Development Block Grant (Economic Development) <br />application the County expects to submit to the Commerce Finance Center for the <br />Howell Center project. <br /> <br /> Mr. Bob Stark, Consultant, reviewed the proposed project to provide public <br />sewer to the Howell Center, an intermediate care facility serving 124 mentally <br />retarded children and located off Highway 24-27 in the southwest corner of <br />Cabarrus County. The package treatment plant currently serving the facility is <br />not in compliance with environmental regulations, and the Center is under a <br />Consent Order by the Department of Environmental Health to develop an alternative <br />sewer treatment method. Mr. Stark estimated the total project cost at <br />$779,400.00 with funding to be provided as follows: Total Grant Funds <br />$417,400.00; County Funds - $82,000.00; and Howell Center Funds - $280,000.00. <br /> <br /> Chairman Carpenter asked if anyone were present who wished to speak <br />regarding the proposed Community Development Block Grant (Economic Development) <br />grant application. There was no one present to address the Board, and Chairman <br />Carpenter closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne, Casper, and Barnhart and Chairman Carpenter voting for, the <br />Board directed Mr. Gerald A. Newton and Mr. Bob Stark to proceed with speed in <br />submitting the Community Development Block Grant (Economic Development) <br />application for 1992 funding for the Howell Center project. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with <br />Commissioners Casper, Barnhart and Payne and Chairman Carpenter voting for, the <br />Board allocated $82,000.00 in County funds for the Community Development Block <br />Grant (Economic Development) project for the Howell Center. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne with <br />Commissioners Casper, Payne, and Barnhart and Chairman Carpenter voting for, the <br />Board authorized Chairman Carpenter to sign the Community Development Block Grant <br />(Economic Development) application and related documents for the Howell Center <br />project. <br /> <br />Bid Award - Fisher Town Community - Phase 2 - Sanitary Sewer Improvements <br /> <br /> Mr. Bill Cochran presented the following bids for the sanitary sewer <br />improvements for Fisher Town Community, Phase 2, as received on February 11, <br />1993. This project consists of a sewer collection line along Macon Street, a <br />sewage pump station that will eventually serve over 100 homes after completion <br />of Phase 3, and a force main to discharge the waste into an existing manhole on <br />Marion Street. <br /> <br />CONTRACTOR <br />Concord Builders, Inc. <br />Castor Plumbing Co., Inc. <br />R. Shinn Contr. <br />B.R.S., Inc. <br /> <br /> BID <br />$ 72,706.50 <br /> 74,458.10 <br /> 77,576.30 <br /> 104,743.75 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne, Casper and Barnhart and Chairman Carpenter voting for, the <br />Board awarded the contract for the Fisher Town Community, Phase 2, Sanitary Sewer <br />Improvements, to the low bidder, Concord Builders, Inc., in the amount of <br />$72,706.50 contingent upon the acquisition of the necessary right of way for the <br />pump station site. <br /> <br /> Mr. Stark reported that there are 95 additional homes in the Ftshertown <br />Community to be served with public sewer. <br /> <br /> <br />
