239 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 5, 1993, at 9:00 A.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John W. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk'to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 9:00 A.M. <br /> <br /> Mr. Norman Galloway of Chapter 27 of the Disabled American Veterans led the <br />Pledge of Allegiance. <br /> <br />The invocation was given by Commissioner Fennel. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the minutes of March 3, March 15 (recessed meeting) and <br />March 15 (regular meeting), 1993, were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointment of the Emergency Medical Services Study Council <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following appointments to the <br />Emergency Medical Services Study Council which was established on March 15, 1993. <br /> <br />Board of Commissioners <br />County Manager's Office <br />First Responder's Advisory Board <br /> President <br />Emergency Management Department <br />EMS Medical Director <br /> Alternate <br />Fire Chief's Association President <br />County Sheriff's Department <br />EMS District Representatives <br /> <br />County EMS Director <br />Concord Fire Chief <br />Kannapolis Fire Chief <br />Cabarrus Rescue Squad Chief <br />Harrisburg Rescue Chief <br /> Alternate <br /> <br />Sue Casper <br />John Day <br /> <br />Ed Phillips <br />Ben Mabrey <br />Dr. Harold Miller <br />Dr. Kenneth Welch <br />Harvey Morris <br />Sheriff Robert Canaday <br />John Crump (Area 954) <br />Guy E. She also nominated Ms. Joy Bass <br />for reappointment to the Committee. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter and <br />unanimously carried, nominations were closed. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board by acclamation appointed Ms. Anna McKnight, Ms. <br />Linda Barbee (Domiciliary Home Administrator nominee), and Ms. Kimberly Plemmons <br /> <br /> <br />
