317 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart, and Casper and Chairman Carpenter voting for and <br />Commissioner Payne voting against, the Board adopted the "1993/94 Budget <br />Resolution" with the following amendments: change the date of the election in <br />the first sentence from November, 1993 to November, 1992 and change the date of <br />review, discussion and approval of the proposed budget from Tuesday, June 15, to <br />Wednesday, June 16. The Resolution as adopted was as follows. <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />1993/1994 BUDGET RESOLUTION <br /> <br />Whereas, the citizens of this county elected two new commissioners <br />in November, 1992 who are dedicated not to raise the tax rate and <br />increase property taxes. That we have too many rules, too many <br />regulations and too much government. That the vast majority of <br />citizens of this county are represented by signed petitions <br />requesting no increase in the tax rate. That our local newspapers <br />are echoing our cry, "when will enough be enough?" <br /> <br />And whereas, we, the commissioners, are ill equiped (sic) to <br />determine which programs should be cut or reduced without the road <br />map of a long range plan and thorough strategic studies. And we <br />understand this philosophy, that "there is no end to the good, that <br />do-gooders can do with someone elsels money." <br /> <br />And whereas, we understand that there are many good and wonderful <br />programs in county government, but that we can not be "all things <br />to all people." <br /> <br />And whereas, we realize that our president and our governor are <br />poised to place on the American people's back the most massive tax <br />and spending plan in United States history. <br /> <br />We therefore resolve, that in order to keep Cabarrus County <br />attractive to industrial, commercial and residential growth we must <br />not increase our tax rate above fifty-eight cents per $100 of tax <br />value. <br /> <br />We further resolve, that the County Manager and the Budget Officer <br />be directed to reduce spending in the 93/94 Budget in order to <br />balance it with a 58¢ tax rate without borrowing anything from the <br />fund balance and return it for the commissioners review, discussion <br />and approval on Wednesday, June 16, 1993, at 6:00 P.M. <br /> <br />In order to assist the County Manager in this important project, <br />each commissioner is required to furnish to the County Manager, <br />during the next two days, a list of items or programs they believe <br />can be eliminated or reduced in the currently proposed budget. <br /> <br />And finally, may God give us all wisdom as we proceed with the <br />critical task before us! <br /> <br />Agenda Request by Mr. Kenneth Ollo <br /> <br /> Chairman Carpenter read a request from Mr. Kenneth Ollo to be scheduled on <br />the agenda for May 17 for the purpose of discussing and asking questions about <br />County travel for Commissioners and County Managerls Office. <br /> <br /> Mr. Kenneth Ollo corrected the meeting date from May 17 to June 21, 1993 <br />relative to his agenda request. <br /> <br /> The motion by Commissioner Barnhart and seconded by Commissioner Fennel to <br />approve Mr. Kenneth Ollo~s request to be placed on the June 21st agenda failed <br />with Commissioners Barnhart and Fennel voting for and Chairman Carpenter and <br />Commissioners Casper and Payne voting against. <br /> <br /> <br />
