321 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, June 21, 1993, at 6:30 P.M. Present - Chairman: Carolyn B. Carpenter Vice-Chairman: Kenneth F. Payne Commissioners: Jeffrey L. Barnhart Sue B. Casper Arne L. Fennel Also present were Mr. John V. Witherspoon, County Manager, and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Carpenter called the meeting to order at 6:34 P.M. Commissioner Barnhart led the Pledge of Allegiance. The invocation was given by Reverend Eldon Wadsworth of the First PreSbyterian Church in Kannapolis. Approval of Minutes UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter and unanimously carried, the minutes of May 24 and June 1, 3, and 7, 1993, were approved as written. UNFINISHED BUSINESS Appointment Region F Emergency Medical Services (EMS) Advisory Council UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and unanimously carried, the Board deferred the appointment to the Region F Emergency Medical Services Advisory Council until the next meeting. Appointment Centralina Development Corporation (1) UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne and unanimously carried, the Board deferred the appointment to the Centralina Development Corporation until the next meeting. Appointment Community Based Alternatives (CBA) Task Force (1) UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and unanimously carried, the Board deferred the appointment to the Community Based Alternatives (CBA) Task Force until the next meeting. Tipping Fee Recommendation for the City of Kannapolis by the Board of Health Dr. William F. Pilkington, Health Director, presented the recommendation by the Board of Health to reduce the current tipping fee for residential refuse from the City of Kannapolis from $28.00 per ton to $24.58 per ton for Fiscal Year 1993-94. He stated that the City's residential yard waste program had helped to save landfill space as it had reduced the residential waste stream from Kannapolis by 12.2 percent during the current fiscal year. It was also the Health Board's recomnendation to give the towns of Harrisburg and Mt. Pleasant the same consideration if they begin a similar yard waste program. There was lengthy discussion and Board members requested the following information: (1) Amount of yard waste brought into the landfill from the City of Kannapolis; (2) Amount of waste brought in from the Rowan County side of Kannapolis; (3) Cost comparison to show the amount of the waste stream or tonnage of the tub grinder (rented for 16 hours during the past year for the landfill) that is attributable to the City of Kannapolis. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and unanimously carried, the Board denied the Health Board's recommendation to reduce the tipping fee charges until such time the Health Department provides figures showing that this reduction in yard waste will be beneficial to the County. If it is determined that this reduction will benefit the County, refunds will be made to the City of Kannapolis as of July 1, 1993.
