337 <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper and <br />unanimously carried, the Board moved to amend Commissioner Casper's original <br />motion and to reduce the overall travel budget by an additional $17,000.00. This <br />increased the total travel reduction to $40,000.00. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper with <br />Chairman Carpenter and Commissioners Casper and Payne voting for and <br />Commissioners Fennel and Barnhart voting against, the Board moved to amend <br />Commissioner Casper's original motion and to allocate $11,120.00 to the Health <br />Department Medical Supplies account for the purchase of flu and pneumonia vaccine <br />with instructions that the Health Director implement cost-sharing measures for <br />programs where allowable. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper with <br />Chairman Carpenter and Commissioners Casper and Payne voting for and <br />Commissioners Fennel and Barnhart voting against, the Board moved to amend <br />Commissioner Casper's original motion and to allocate $2,400.13 to fund the <br />Health Fair at the Carolina Mall with the possibility of obtaining a matching <br />grant of Older American funds through the Department of Aging. <br /> <br /> A substitute motion was made by Commissioner Payne to adopt a tax rate of <br />61.4 cents to be effective July 1, 1993 and to follow the proposal listing cuts <br />from the County Manager's original proposed budget and reducing the tax increase <br />by 3.6 cents as presented earlier in the meeting by Chairman Carpenter. This <br />proposal is recorded on page 335. There was no second to Commissioner Payne's <br />motion. <br /> <br />Commissioner Payne left the meeting at 9:50 P.M. <br /> <br /> Commissioner Barnhart again stated the need for a Five-Year Plan and for <br />a work flow analysis in various areas of County Government. There was general <br />agreement by the Board that this work should be completed during the year in <br />preparation for the 1994-95 annual budget. <br /> <br /> Chairman Carpenter spoke on the difficult budget for 1993-94, the need to <br />maintain the tax rate of 58 cents, and the negative impact that a tax increase <br />would have on the anticipated school bond referendum in November. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel with <br />Commissioners Casper, Fennel and Barnhart and Chairman Carpenter voting for, the <br />Board moved to accept the budget as the County Manager brought back to the Board <br />with the tax rate of 58 cents and as amended by the Board. The reductions to <br />maintain the tax rate of 58 cents are included in the minutes of June 16, 1993 <br />and recorded on pages 319-320. The amendments as approved are as follows: <br /> <br />(1) <br /> <br />(2) <br />(3) <br /> <br />(4) <br /> <br />(5) <br />(6) <br />(7) <br /> <br />(8) <br /> <br />Decrease County contribution to 401(k) from 5 percent to 3 <br />percent and transfer those funds of approximately $200,000.00 <br />to a COLA for County employees. <br />Cut the outside tax collector position, saving $23,000.00. <br />Reduce Communities in Schools by $10,000.00, reduce Cabarrus <br />Arts Council by $2,000.00, and put $10,000.00 in the 4-H <br />After-School Program and direct program coordinators to <br />prioritize the Kannapolis City Schools. <br />Fund a Child Abuse Worker at the Department of Social Services <br />in the amount of $30,000.00 with funding from the $25,000.00 <br />in savings from earlier reductions and $5,000.00 from funding <br />for the "Sharing the Vision" program. <br />Budget $140,000.00 for Animal Control. <br />Reduce travel by a total of $40,000.00. <br />Allocate $11,120.00 to the Health Department for flu and <br />pneumonia vaccine with instructions for the Health Director to <br />implement cost-sharing measures for programs where allowable. <br />Allocate $2,400.13 to fund a Health Fair at Carolina Mall with <br />the possibility of obtaining a matching grant from Older <br />American Funds through the Department of Aging. <br /> <br />The 1993-1994 Cabarrus County Budget Ordinance as adopted is as follows. <br /> <br /> <br />
