352 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Thursday, July 22, 1993, at 6:30 P.M. The <br />meeting had been rescheduled from Monday, July 19, due to the National <br />Association of Counties (NACo) Annual Conference held in Chicago on July 16 - 21, <br />1993. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Carpenter called the meeting to order at 6:30 P.M. Commissioners <br />Barnhart and Fennel were absent for the beginning of the meeting because <br />'Commissioner Fennel was returning from his father's funeral and Commissioner <br /> Barnhart was picking him up at the airport. The airplane was late in arriving <br /> at the airport. <br /> <br />Commissioner Casper led the Pledge of Allegiance. <br /> <br /> The invocation was given by Dr. Hollis Miller of the St. James Lutheran <br />Church. <br /> <br /> Chairman Carpenter expressed condolences to the family of Mr. Angelo <br />Robinson, who died in police custody on July 11, and to Commissioner Fennel on <br />the death of his father during the past week. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne with <br />Commissioners Casper and Payne and Chairman Carpenter voting for, the minutes of <br />June 23 and July 6, 1993, were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointments Region F Emergency Medical Services Advisory Council (2) <br /> <br /> Commissioner Casper nominated Mr. Ben Mabrey for reappointment to the <br />Region F Emergency Medical Services (EMS) Advisory Council. She further nominated <br />Ms. Jean Pherigo for appointment to the Advisory Council to fill the position <br />created by the resignation of Mr. Gary Long. <br /> <br /> There were no other nominations, and Commissioner Casper moved that <br />nominations be closed. <br /> <br /> Commissioners Casper and Payne and Chairman Carpenter voted to reappoint <br />Mr. Ben Mabrey to the Region F EMS Advisory Council for a two-year term ending <br />June 30, 1995, and to appoint Ms. Jean Pherigo to the advisory council to <br />complete an unexpired term ending June 30, 1994. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment Transportation Planning <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with <br />Commissioners Casper and Payne and Chairman Carpenter voting for, the Board <br />approved the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF TRANSPORTATION PLANNING <br />AMOUNT: $6,500.00 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: Transfer funds from contingency for purchase of materials to <br /> manufacture street signs. Funding was inadvertently omitted from budget. <br /> <br /> <br />
