354 <br /> <br />NEW BUSINESS <br /> <br />County-Owned Properties at 80-86 Union Street, South Mr. Brian Weyeneth, <br />Executive Director, Concord Downtown Redevelopment Corporation <br /> <br /> Mr. Brian Weyeneth, Executive Director of the Concord Downtown <br />Redevelopment Corporation (CDRC), proposed that the Board consider a <br />public/private partnership for the development of the buildings located at the <br />corner of Union Street and Barbrick Avenue in downtown Concord. In response to <br />a recent news article regarding space needs at the Department of Social Services, <br />he further proposed that the second floor be used by Social Services staff with <br />retail shops to be located on the first floor. Mr. Weyeneth urged the Board to <br />favorably consider the development of the property, stating it would provide <br />office space as well as an opportunity to improve the downtown business <br />community. <br /> <br /> Commissioners Barnhart and Fennel arrived during Mr. Weyeneth's <br />presentation and were present for the remainder of the meeting. <br /> <br /> Mr. Witherspoon clarified that the County is looking at various options for <br />the possible relocation of the Recreation Department to allow the Social Services <br />staff to use the remainder of that facility. He also discussed the poor <br />condition of the buildings at the corner of Union and Barbrick and pointed out <br />that the County is not utilizing the property at this time. Mr. Wttherspoon <br />recommended that CDRC be given the opportunity to present a development proposal <br />for the property. <br /> <br /> Chairman Carpenter and Commissioners Payne and Casper by consensus agreed <br />for Mr. Weyeneth to put together a development proposal for the Board's <br />consideration. Commissioners Barnhart and Fennel, having missed a portion of Mr. <br />Weyeneth's presentation, stated the need to obtain more information regarding the <br />property and the proposal by Mr. Weyeneth. However, there was general agreement <br />that the County needs to do something with the property but needs further <br />consideration of the process by which it is done. <br /> <br />Report on Jail Food Service for Fiscal Year 1993 Sheriff Robert Canaday <br /> <br /> Sheriff Robert Canaday presented the Report on Jail Food Service for Fiscal <br />Year 1993. Meals served totaled 122,233 with a total labor and food cost of <br />$207,419.43 or an average cost of $1.70 per meal. He estimated a savings of <br />$48,909.09 for the year as compared to food service contract costs by outside <br />food vendors. Sheriff Canaday also reported that total daily jail fees and <br />medical reimbursements from the State and Federal government amounted to <br />$319,974.63 in additional revenues for Cabarrus County for Fiscal Year 1993. <br /> <br /> Chairman Carpenter commended law enforcement officers from Cabarrus County <br />and the City of Concord for their cooperative efforts during the recent incidents <br />of unrest following the death of Mr. Angelo Robinson. <br /> <br />Designation of Voting Delegate to the North Carolina Association of County <br />Commissioners Annual Conference <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel and <br />unanimously carried, the Board designated Chairman Carpenter as voting delegate <br />and Commissioner Barnhart as alternate voting delegate for Cabarrus County at the <br />North Carolina Association of County Commissioners Annual Conference to be held <br />in Durham County on August 12-15, 1993. <br /> <br />Appointment - Cabarrus-Rowan Park Commission <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the Board deferred the appointment to the Cabarrus-Rowan <br />Park Commission until the next meeting. <br /> <br />Recommendation on County Office Complex Access to 601 By-Pass and Parking <br />Lot/Budget Amendment <br /> <br /> Mr. Witherspoon presented a proposal for the construction of a parking lot <br />and a driveway exiting onto Highway 601 By-Pass at the County Office Complex. <br /> <br /> <br />
