358 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 2, 1993, at 9:00 A.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br />Absent - Commissioner: Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />God. <br /> <br />Chairman Carpenter called the meeting to order at 9:00 A.M. <br /> <br />The invocation was given by Reverend Tim Howard of the Concord Church of <br /> <br /> The Pledge of Allegiance was led by Mr. Gene McCall of Post 51 of the <br />American Legion. <br /> <br />Approval of Minutes <br /> <br /> Commissioner Barnhart corrected the minutes of July 22, 1993, on page 352 <br />to read as follows: <br /> <br />Commissioners Barnhart and Fennel were absent for the beginning of <br />the meeting because Commissioner Fennel was returning from his <br />father's funeral and Commissioner Barnhart was picking him up at the <br />airport. The airplane was late in arriving at the airport. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Payne and Casper and Chairman Carpenter voting for, the <br />minutes of July 22, 1993 were approved as corrected. <br /> <br />Addition to the Agenda <br /> <br /> Commissioner Casper reported that Mr. Mark Speas, extraterritorial <br />jurisdiction member of the Concord Planning and Zoning Commission, had resigned <br />from that position. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Barnhart with <br />Commissioners Casper, Barnhart and Payne and Chairman Carpenter voting for, the <br />Board added to the agenda the appointment to the Concord Planning and Zoning <br />Commission. <br /> <br />Appointment to the Concord Planning and Zoning Commission <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with <br />Commissioners Casper, Barnhart and Payne and Chairman Carpenter voting for, the <br />Board appointed Mr. Eugene Clark Cook, Jr. to the Concord Planning and Zoning <br />Commission as an extraterritorial jurisdiction member. Mr. Cook will fill the <br />vacancy created by the resignation of Mr. Mark Speas and will complete an <br />unexpired term ending June 30, 1995. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointment Cabarrus-Rowan Park Commission (1) <br /> <br /> UPON MOTION of Commissioner Casper,.seconded by Chairman Carpenter with <br />Commissioners Casper, Payne and Barnhart and Chairman Carpenter voting for, the <br />Board reappointed Mr. Richard W. Little to the Cabarrus-Rowan Park Commission for <br />a term of four years ending July 31, 1997. <br /> <br /> <br />
