367 <br /> <br />Request to Meet with the Midland Community Association <br /> <br /> Commissioner Barnhart asked that the Board meet with the Midland Community <br />Association for an update on area water and sewer projects, specifically the <br />Muddy Creek Wastewater Treatment Plant. A meeting will be scheduled with the <br />Association. <br /> <br />Update on Legislative Action <br /> <br /> Mr. Hartsell presented a brief update on legislative action by the North <br />Carolina General Assembly. Two bills of particular interest to counties included <br />(1) a bill to allow a county to delegate certain rezoning authority to the <br />Planning and Zoning Commission, and (2) a bill expanding a county's authority to <br />acquire rights of way for roadways. Bills of local interest included the repeal <br />of the outdoor amplification regulations, approval of amended regulations <br />permitting the use of centerfire rifles to hunt deer, and authorization for the <br />Cabarrus County Board of Education to hold an election to fill the vacancy on <br />that board. The Board also briefly discussed proposed legislation which would <br />restrict and regulate unfunded mandates by the State. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carpenter opened the meeting for Informal Public Comments. <br /> <br /> Mr. John Clifford Pipkin of Kannapolis complained of a lack of <br />transportation, specifically fixed route transportation, for the blind and <br />handicapped in the county. He stated that his daughter who is legally blind <br />needs transportation to and from her job site. Mr. Pipkin stated he had paid a <br />deposit to the County for transportation services by CTS Management Company, <br />Inc., but was requesting additional information and assistance relative to <br />transportation for his daughter and other handicapped individuals. Mr. Pipkin <br />also questioned the transportation system's billing methods and compliance with <br />the American Disabilities Act (ADA). In conclusion, he asked to be placed on the <br />agenda for August 16 to further discuss this matter. <br /> <br /> Mr. Mike Byrd, Transportation Planner, reported that the Elderly and <br />Disabled Transportation Assistance Program (EDTAP) is the only source of funding <br />for transportation for the blind. Funds totaling approximately $28,000.00 are <br />expected from this program during 1993-94 to provide non-subsidized <br />transportation to the blind and disabled in Cabarrus County. Mr. Byrd also noted <br />that a firm estimate on the cost of service to Miss Pipkin could not be made as <br />the cost will vary from day to day, depending on the other riders using the <br />system and the origination point for the vehicle on any certain day. Also, Mr. <br />Byrd stated that the County and CTS are in compliance with ADA requirements. <br /> <br /> Commissioner Casper volunteered to work with Mr. Byrd and Mr. Witherspoon <br />to determine if some solution can be found in regards to transportation services <br />for the blind. Chairman Carpenter also requested information from CTS relative <br />to the number of passengers, cost per passenger, and mileage figures in order to <br />determine the cost effectiveness of the privatization of transportation services <br />in Cabarrus County. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman <br />Carpenter recessed the meeting at 11:20 A.M. until 5:30 P.M. on Thursday, August <br />5, 1993. <br /> <br />Clerk to the Board <br /> <br />NOTE: The recessed meeting scheduled on August 5, 1993 was canceled by the <br />Chairman on August 3, 1993. <br /> <br /> <br />
