362

public, and to offer an employee benefit. In conclusion, he recommended that the
implementation of any expanded hours of operation should continue to be
undertaken carefully and incrementally to assure desired results and to avoid
unforeseen problems and costs.

The Board discussed the need to look at changes in the operation of DSS in
order to better utilize existing office space. Board members generally agreed
that expanded hours of operation, including evenings and Saturday, should be
considered as an alternative to additional office space. Commissioner Barnhart
stated the need to employ a consultant to conduct space planning and efficiency
studies. Also, Commissioner Payne asked that the clients be surveyed regarding
expanded hours of operation. The Board took no action with further study to be
made during the next 30 days.

Mr. Witherspoon asked that the Board approve a budget amendment allocating
approximately $75,000.00 to construct a driveway to the Highway 601 By-Pass and
an employee parking lot behind DSS. The Board had approved the driveway on July
22 but had declined to approve funding for the parking lot. Mr. Witherspoon
reported that there has been a parking problem at the County Complex for a number
of years. He pointed out that the Cooperative Extension facility has the largest
volume of visitors as it is used extensively by the community for various types
of meetings.

There was lengthy discussion regarding the construction of the parking lot.
Items discussed included the need for a paved or gravel lot, availability of
parking in the lot located in front of the Fair Exhibit Hall, and the impact on
the parking situation if the Parks and Recreation Department is relocated to
provide additional office space for DSS.

Commissioner Payne made motion, seconded by Chairman Carpenter, to allow
Mr. Witherspoon to use the $11,000.00 to be received from Department of
Transportation for the Cabarrus Avenue right-of-way and the $30,000.00 currently
budgeted for parking lot expansion to do what work he can in regards to the
construction of the driveway to the Highway 601 By-Pass and the employee parking
lot at DSS. Commissioner Casper amended the motion to direct that Mr.
Witherspoon report back to the Board on the final plans for this work. The
amendment to the motion was accepted by Commissioner Payne and Chairman
Carpenter. The motion as amended was approved with Commissioners Payne and
Casper and Chairman Carpenter voting for and Commissioner Barnhart voting
against.

Commissioner Payne - Excused from Meeting

Commissioner Payne asked to be excused from the meeting for a doctor's
appointment. The Board by consensus excused Commissioner Payne from the meeting.

Lease Agreement with the Cabarrus County Agricultural Fair, Inc.

UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with
Commissioners Casper and Barnhart and Chairman Carpenter voting for, the Board
adopted the following Lease Agreement.

NORTH CAROLINA

CABARRUS COUNTY

LEASE AGREEMENT

THIS LEASE AGREEMENT, made and executed this day of ,
1993, by and between CABARRUS COUNTY, a political subdivision in the State of
North Carolina (hereinafter "County"), and THE CABARRUS COUNTY AGRICULTURAL FAIR,
INC., a North Carolina Corporation (hereinafter "Fair");
W I T N E S S E T H;
FOR AND IN CONSIDERATION of the mutual covenants and agreements hereinafter
set forth, County leases to Fair and Fair takes and leases from County all that
real property lying within the 14.20-acre tract described and identified as Tract
1 on "Exhibit A" attached hereto and incorporated herein by reference
(hereinafter sometimes referred to as the "Demised Premises");
Fair shall have and hold the Demised Premises subject to the following
covenants and conditions:
