In conclusion, he recommended that the <br />implementation of any expanded hours of operation should continue to be <br />undertaken carefully and incrementally to assure desired results and to avoid <br />unforeseen problems and costs. <br /> <br /> The Board discussed the need to look at changes in the operation of DSS in <br />order to better utilize existing office space. Board members generally agreed <br />that expanded hours of operation, including evenings and Saturday, should be <br />considered as an alternative to additional office space. Commissioner Barnhart <br />stated the need to employ a consultant to conduct space planning and efficiency <br />studies. Also, Commissioner Payne asked that the clients be surveyed regarding <br />expanded hours of operation. The Board took no action with further study to be <br />made during the next 30 days. <br /> <br /> Mr. Witherspoon asked that the Board approve a budget amendment allocating <br />approximately $75,000.00 to construct a driveway to the Highway 601 By-Pass and <br />an employee parking lot behind DSS. The Board had approved the driveway on July <br />22 but had declined to approve funding for the parking lot. Mr. Witherspoon <br />reported that there has been a parking problem at the County Complex for a number <br />of years. He pointed out that the Cooperative Extension facility has the largest <br />volume of visitors as it is used extensively by the community for various types <br />of meetings. <br /> <br /> There was lengthy discussion regarding the construction of the parking lot. <br />Items discussed included the need for a paved or gravel lot, availability of <br />parking in the lot located in front of the Fair Exhibit Hall, and the impact on <br />the parking situation if the Parks and Recreation Department is relocated to <br />provide additional office space for DSS. <br /> <br /> Commissioner Payne made motion, seconded by Chairman Carpenter, to allow <br />Mr. Witherspoon to use the $11,000.00 to be received from Department of <br />Transportation for the Cabarrus Avenue right-of-way and the $30,000.00 currently <br />budgeted for parking lot expansion to do what work he can in regards to the <br />construction of the driveway to the Highway 601 By-Pass and the employee parking <br />lot at DSS. Commissioner Casper amended the motion to direct that Mr. <br />Witherspoon report back to the Board on the final plans for this work. The <br />amendment to the motion was accepted by Commissioner Payne and Chairman <br />Carpenter. The motion as amended was approved with Commissioners Payne and <br />Casper and Chairman Carpenter voting for and Commissioner Barnhart voting <br />against. <br /> <br />Commissioner Payne - Excused from Meeting <br /> <br /> Commissioner Payne asked to be excused from the meeting for a doctor's <br />appointment.
