426 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 18, 1993, at 6:30 P.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Carpenter called the meeting to order at 6:30 P.M. <br />that Commissioner Barnhart would be arriving during the meeting. <br /> <br />She stated <br /> <br /> The Presentation of Colors ceremony was conducted by Junior Girl Scout <br />Troop 180 of the Cold Springs United Methodist Church. Scouts participating were <br />Candace Deal, Abby Mills, and Jacquelyn Helms. <br /> <br /> The invocation was given by Reverend Darrell Coble of the Parkwood Baptist <br />Church. <br /> <br />6pproval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter with <br />Commissioners Fennel, Casper and Payne and Chairman Carpenter voting for, the <br />minutes of October 4, 1993 were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Recycling Service Proposal by Browning-Ferris Industries (BFI) <br /> <br /> Mr. Hartsell briefly discussed a "draft" recycling service contract with <br />Browning Ferris Industries of South Atlantic (BFI) and a letter from Mr. W. Brian <br />Barry, Executive Vice President of Container Corporation of Carolina (CCC), <br />relative to the November 15th termination of the existing recycling service <br />contract. Citing very limited review of those items, Mr. Hartsell recommended <br />that the Board approve the two documents in principle with final documents to be <br />brought back to the Board for ratification on November 1, 1993. <br /> <br /> Ms. Linda Ashendorf of BFI reiterated that company's desire to begin <br />recycling service in Cabarrus County on November 15. She asked that the "draft" <br />contract be approved in principle with final details to be resolved by the County <br />Attorney and the attorney for BFI. <br /> <br /> A motion was made by Commissioner Fennel and seconded by Commissioner Payne <br />to approve the documents from CCC and BFI in principle with the County Attorney <br />to work out details of both contracts and bring the items to the Board for <br />ratification on November 1. However, both the motion and second were withdrawn <br />after discussion. <br /> <br /> The Board by consensus approved in principle the documents from CCC and BFI <br />with the actual documents to be brought back to the Board for approval on <br />November 1, 1993. The Board further recognized November 15, 1993 as the target <br />date for BFI to begin recycling service in Cabarrus County. <br /> <br />Proposed Compromise Meeting Time of 4:00 P.M. for the First Regular Meeting of <br />the Month - Commissioner Fennel <br /> <br /> A motion was made by Commissioner Fennel to set the first regular meeting <br />of the month on the first Monday of each month at 4:30 P.M. (rather than 9:00 <br />A.M.) for the following reasons: to help those who work from 8:00 A.M. to 5:00 <br />P.M.; to help those who like day meetings; to help those employees who are on <br />overtime for night meetings; to allow time on Monday to prepare for meetings; and <br />to end the meetings prior to midnight. However, Commissioner Fennel withdrew the <br />motion after discussion. <br /> <br /> <br />
