448 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Casper and Fennel and Chairman Carpenter voting for, the <br />Board moved to add the cable television franchise to the agenda at this time. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioner Barnhart, Fennel, and Casper and Chairman Carpenter voting for, the <br />Board moved to extend the cable television franchise with Vision Cable for a <br />period of six months while the County works with the cable consultant and the <br />City of Concord on a new franchising agreement. <br /> <br />Meeting with the Cabarrus County Planning and Zoning Commission <br /> <br /> The Board met in joint session with the members of the Cabarrus County <br />Planning and Zoning Commission in the Multi-Purpose Room at 7:40 P.M. <br /> <br /> Members of the Planning and Zoning Commission present for the meeting were <br />as follows: Dr. Nancy Randall, Chairman, and members Lewis Brownlow, Bob Smith, <br />Allan Allison, Bob Amos, and Kathy Stafford. Also present were Mr. Gerald <br />Newton, Director of Planning, Zoning and Building Inspections, and staff members <br />Mike Downs, Jonathan Marshall, Sue Russell and Kim Schriefer. <br /> <br /> Mr. Newton and Mr. Smith reviewed the work during the past several years <br />of the Planning and Zoning Commission, the staff, and the "Zoning Rewrite <br />Committee" in preparing the 1994 Cabarrus County Zoning Ordinance. <br /> <br /> Mr. Smith, Mr. Amos, and Ms. Stafford reviewed a number of the key concepts <br />of the updated Ordinance. These included such items as the reduction in the <br />number of zoning districts from 20 to 9, the Certificate of Nonconformity <br />Adjustment, and the use of performance based standards. Mr. Smith also pointed <br />out a provision that would eliminate the need for the Board of Commissioners to <br />hear Zoning Atlas amendments receiving three-fourths approval by the Planning and <br />Zoning Commission. <br /> <br /> Mr. Newton reviewed the following key dates and time periods for the <br />revised Ordinance: December 6, 1993 - Board of Commissioners' formal hearing and <br />action; December 20, 1993 - Effective date of 1994 Zoning Ordinance; and January <br />- July, 1994 - Evaluation and consideration of administrative zoning text and/or <br />map adjustments; vesting; and zoning permits. <br /> <br /> There being no further business to come before the two boards, the joint <br />meeting with the Planning and Zoning Commission was adjourned. <br /> <br />Executive Session <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioners Barnhart, Fennel and Casper and Chairman Carpenter voting for, the <br />Board moved to go into executive session to discuss a personnel matter and for <br />consultation with the attorney. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioners Barnhart, Fennel and Casper and Chairman Carpenter voting for, the <br />executive session was adjourned. <br /> <br />No action was reported from the executive session. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman <br />Carpenter recessed the meeting at 10:30 P.M. until 8:30 A.M. on Saturday, <br />November 6, 1993. <br /> <br />Clerk to the Board <br /> <br /> <br />
