454 <br /> <br /> Mr. Jerry Adelman of Ferncliff Drive discussed the velocity of different <br />types of bullets and strongly objected to the use of centerfire rifles in <br />Cabarrus County. He complained of a lack of communication between the citizens <br />and the Board of Commissioners. <br /> <br /> Mr. David Blanton of 6210 Lynwood Drive in Harrisburg objected to the use <br />of centerfire rifles, stating in his opinion the use of these weapons is not safe <br />in Cabarrus County. He urged the Board to reverse its decision and prohibit the <br />use of centerfire rifles. <br /> <br /> Mr. Gary Wilson supported the use of centerfire rifles and stated in his <br />opinion the deer hunters in Cabarrus County are responsible people. He discussed <br />the various types and range of bullets. <br /> <br /> Mr. Ben Graham, resident of eastern section of the county, stated that <br />Cabarrus County is too populated for the use of centerfire rifles. He complained <br />of bullets ricocheting off trees in his yard and hunters on his property without <br />permission. <br /> <br /> Mr. Hartsell discussed the authority of city and county governments in <br />adopting local legislation. He noted that municipalities have greater authority <br />in regulating certain acts than do counties. <br /> <br /> Chairman Carpenter pointed out that the new law was approved by the General <br />Assembly and that the Board could not do anything to change it at this time. <br />After discussion by the Board, there was general consensus to consider a public <br />hearing in the spring of 1994 to obtain public input regarding the use of <br />centerfire rifles in Cabarrus County and/or specified areas within the county. <br /> <br />NEW BUSINESS <br /> <br />Commissioner Barnhart was out of the room for a short period of time. <br /> <br />Appointment - Carolinas Partnership <br /> <br /> UPON MOTION of Chairman Carpenter, seconded,by Commissioner Casper with <br />Chairman Carpenter and Commissioners Casper, Payne and Fennel voting for, the <br />Board tabled the appointment to the Carolinas Partnership Board of Directors at <br />this time. <br /> <br />UNFINISHED BUSINESS <br /> <br />Request by the Board of Library Trustees for Partial Board Funding of a New Part- <br />time Position for the Kannapolis Branch Library <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Fennel with <br />Chairman Carpenter and Commissioners Fennel, Payne and Casper voting for, the <br />Board moved to allocate $1,373.00 from the $10,000.00 in prize money for the <br />public school Christmas tree decorating contest tO fund one-half the cost of a <br />part-time page position for the remainder of this fiscal year at the Kannapolis <br />Branch Library. The Friends of the Kannapolis Library will fund the remaining <br />cost of this position for Fiscal Year 1993-94. <br /> <br /> Ms. Martha Macon, member of the Library Board of Trustees, expressed <br />appreciation to the Board for its support and approval of the request for the <br />part-time position. <br /> <br /> Commissioner Barnhart returned and was present for the remainder of the <br />meeting. <br /> <br />Solid Waste Collection Franchise Agreement <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the following Solid Waste Collection <br />Franchise Agreement and authorized the Chairman to sign the Agreement on behalf <br />of Cabarrus County. <br /> <br /> <br />
