471 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 6, 1993, at 4:30 P.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 4:30 P.M. <br /> <br />Mr. Lewis Williams, Veteran Service Officer, led the Pledge of Allegiance. <br /> <br /> The invocation was given by Reverend Don Davis of the Memorial Baptist <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the minutes of October 18, November 1, and November 6, 1993, <br />were approved as written. <br /> <br />BOARD ORGANIZATION <br /> <br /> Mr. Witherspoon presided over the organization of the Board. He called for <br />nominations for Chairman of the Board. <br /> <br /> Commissioner Fennel nominated Commissioner Barnhart for Chairman. There <br />were no other nominations. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel and <br />unanimously carried, nominations for Chairman were closed and Commissioner <br />Barnhart was elected Chairman by acclamation. <br /> <br />Mr. Witherspoon called for nominations for Vice-Chairman of the Board. <br /> <br /> Commissioner Payne nominated Commissioner Carpenter for Vice-Chairman. <br />There were no other nominations. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the nominations were closed and Commissioner Carpenter <br />was elected Vice-Chairman by acclamation. <br /> <br /> Mr. Witherspoon turned the meeting over to Chairman Barnhart who presided <br />over the remainder of the meeting. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointment Carolinas Partnership Board (1) <br /> <br /> Commissioner Carpenter nominated Mr. Kenneth Propst for appointment to the <br />Carolinas Partnership Board of Directors. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, nominations were closed and Mr. Kenneth Propst was appointed <br />by acclamation to the Carolinas Partnership Board of Directors for a term of one <br />year. <br /> <br />Community Based Alternatives (CBA) Task Force - Proposed Programs Using Jordan- <br />Adams Expansion Funding <br /> A~ Alternatives to Detention Program/Budget Amendment (New Program) <br /> B~ Home-Based Program (Expansion Program) <br /> <br /> <br />
