492 <br /> <br /> Motion was made by Commissioner Pa)me and seconded by Commissioner Casper <br />to authorize the County Manager to contact the Director of the Old Courthouse <br />Theater and to bring back the best possible rental arrangement for those <br />facilities. The motion failed with Commissioners Payne and Casper voting for and <br />Commissioners Fennel and Carpenter and Chairman Barnhart voting against. <br /> <br /> The motion by Commissioner Carpenter for the County Manager to investigate <br />the possibility of a lease with option to purchase the Crescent building located <br />adjacent to the Governmental Center died for lack of a second. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board directed the County Manager to check with the Old <br />Courthouse Theater regarding the least amount of rent for that facility, to talk <br />with the School Board about the possibility of building on the Clara Harris <br />property, and to check out any other option he deems meritorious. The Board <br />further directed the County Manager to bring this information back to the Board <br />onJanuary 3 with a decision to be made by the Board at that time. <br /> <br />Study of School/Park Concept in Cabarrus County/Formation of Task Force - Ms, <br />Celie Richardson <br /> <br /> Ms. Richardson presented the request by the Parks and Recreation Commission <br />to form a School/Park Task Force to study the potential of developing school/park <br />facilities at future and present school sites. She stated the task force will <br />be composed of 30 individuals from the following organizations: Cabarrus County <br />School Staff Representative (1); Kannapolis Schools Staff Representative (1); <br />Cabarrus County Board of Commissioners (1); City of Concord Representative (1); <br />City of Kannapolis Representative (1); Town of Harrisburg Representative (1); <br />Town of Mt. Pleasant Representative (1); Elementary School Principals (two from <br />each system) (4); Middle or High School Principals (one from each system) (2); <br />County Parks and Recreation Commission Members (3); Community School Coordinators <br />in Kannapolis and Cabarrus County (2); Community Organization Leaders involved <br />in recreation activities in Cabarrus County (6); Concord-Cabarrus Chamber of <br />Commerce Representative (1); Kannapolis Chamber of Commerce Representative (1); <br />Business Community Representative (1); P.T.O. School System President or <br />Chairperson (one from each system) (2); and County Parks and Recreation <br />Department Representative (1). <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the Board authorized the School/Park Task Force to proceed <br />with the study of the potential of developing school/park facilities in Cabarrus <br />County. The Board further named Commissioner Fennel as its representative to the <br />Task Force. <br /> <br />Executive Session - Property Acquisition (Coddle Creek) and Pending Litigation <br /> <br /> The executive session was removed from the agenda as the Board had met in <br />executive session during the special meeting held at 4:30 P.M. on this date. <br /> <br />Additions to Agenda - Items Relative to Lois Smith Property at Coddle Creek <br /> <br /> Mr. Hartsell requested that the Board add an item to the agenda relative <br />to the "Modification to and Release From the Ground Lease Agreement" between the <br />City of Concord and Cabarrus County. This modification will release property in <br />excess of one acre at the Coddle Creek Reservoir from the lease and permit the <br />retransfer of the property to Mrs. Lois Smith as a part of the resolution of the <br />pending condemnation. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to add to the agenda the item, "Modification <br />to and Release From the Ground Lease Agreement" relative to the Lois Smith <br />property as requested by Mr. Hartsell. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the Board agreed to add to the agenda any other items <br />associated with the Lois Smith matter. <br /> <br /> <br />
