Edmiston for appointment to the Industrial Facilities and <br />Pollution Control Financing Authority. <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, nominations to the Industrial Facilities and Pollution <br />Control Financing Authority were closed. <br /> The Board voted unanimously to appoint Mr. Robert Freeman and Mr. Thomas <br />Sanders to the Industrial Facilities and Pollution Control Financing Authority <br />for a term of six years ending January 10, 1998. Also, the Board appointed Ms. <br />Renee R. Edmiston to the Authority to complete an unexpired term ending January <br />10, 1996. <br /> County Attorney Hartsell reported that the authorization for the <br />industrial revenue bond financing program is scheduled to expire on July 1, 1992 <br />unless renewed by Congress. <br /> UPON MOTION of Commissioner Simmons, seconded by Chairman .Carpenter and <br />unanimously carried, the Board agreed to add an Emergency Homeless Program Grant <br />Agreement to the Agenda. <br /> UPON MOTION of Commissioner Simmons, seconded by Chairman Carpenter and <br />unanimously carried, the Board authorized the Chairman to execute the following <br />Agreement to receive homeless grant funds. <br /> <br />EMERGENCY HOMELESS FUNDS <br /> <br />STATE OF NORTH CAROLINA <br />COUNTY OF WAKE <br /> <br /> THIS AGREEMENT, made and entered into this 1st day of January 1992 <br />including ali conditions attached hereto, by and between Cabarrus County Board <br />of Commissioners, hereinafter referred to as "Grantee", and North Carolina <br />Department of Human Resources, hereinafter referred to as "Department"; <br /> <br />WITNES SETH: <br /> <br /> NOW, THEREFORE, in consideration of the mutual promises to each other, as <br />hereinafter set forth, the parties hereto do mutually agree as follows: <br /> <br /> 1. For the period January 1, 1992 until February 29, 1992 the grantee <br />hereby agrees to provide food, clothing, shelter, and other essential services <br />to homeless persons under the following circumstances: <br /> (a) when no other source of funding is available, or <br /> (b) when barriers exist that delay or prohibit'the obtaining <br /> of services from existing agencies in a timely manner. <br /> 2. For the period January 1, 1992 until February 29, 1992 the Department <br />hereby agrees to pay the Grantee a total sum not to exceed Nine Hundred Forty- <br />Eight Dollars ($948) Emergency Homeless Funds, said sum to be full and complete <br />compensation for services to be rendered under this agreement for the specified <br />period. <br /> 3. The Grantee shall comply with all applicable laws, ordinances, and <br />rules of the Federal, State, and local Governments. The Grantee shall be liable <br />for all costs, including but not limited to fines and penalties, resulting from <br />violations of or failure to comply with Federal, State, and local laws and <br />regulations. <br /> 4. The services of the Grantee are to commence on the first day of the <br />specified period and shall be undertaken and completed by the last day of the <br />specified period. <br /> <br /> <br />
