Finance Director Commissioner Simmons nominated Mr. Robert Freeman, Mr. Thomas Sanders, and Ms. Renee R. Edmiston for appointment to the Industrial Facilities and Pollution Control Financing Authority. UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and unanimously carried, nominations to the Industrial Facilities and Pollution Control Financing Authority were closed. The Board voted unanimously to appoint Mr. Robert Freeman and Mr. Thomas Sanders to the Industrial Facilities and Pollution Control Financing Authority for a term of six years ending January 10, 1998. Also, the Board appointed Ms. Renee R. Edmiston to the Authority to complete an unexpired term ending January 10, 1996. County Attorney Hartsell reported that the authorization for the industrial revenue bond financing program is scheduled to expire on July 1, 1992 unless renewed by Congress. UPON MOTION of Commissioner Simmons, seconded by Chairman .Carpenter and unanimously carried, the Board agreed to add an Emergency Homeless Program Grant Agreement to the Agenda. UPON MOTION of Commissioner Simmons, seconded by Chairman Carpenter and unanimously carried, the Board authorized the Chairman to execute the following Agreement to receive homeless grant funds. EMERGENCY HOMELESS FUNDS STATE OF NORTH CAROLINA COUNTY OF WAKE THIS AGREEMENT, made and entered into this 1st day of January 1992 including ali conditions attached hereto, by and between Cabarrus County Board of Commissioners, hereinafter referred to as "Grantee", and North Carolina Department of Human Resources, hereinafter referred to as "Department"; WITNES SETH: NOW, THEREFORE, in consideration of the mutual promises to each other, as hereinafter set forth, the parties hereto do mutually agree as follows: 1. For the period January 1, 1992 until February 29, 1992 the grantee hereby agrees to provide food, clothing, shelter, and other essential services to homeless persons under the following circumstances: (a) when no other source of funding is available, or (b) when barriers exist that delay or prohibit'the obtaining of services from existing agencies in a timely manner. 2. For the period January 1, 1992 until February 29, 1992 the Department hereby agrees to pay the Grantee a total sum not to exceed Nine Hundred Forty- Eight Dollars ($948) Emergency Homeless Funds, said sum to be full and complete compensation for services to be rendered under this agreement for the specified period. 3. The Grantee shall comply with all applicable laws, ordinances, and rules of the Federal, State, and local Governments. The Grantee shall be liable for all costs, including but not limited to fines and penalties, resulting from violations of or failure to comply with Federal, State, and local laws and regulations. 4. The services of the Grantee are to commence on the first day of the specified period and shall be undertaken and completed by the last day of the specified period.
