<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session in the Auditorium of the Historic Courthouse in Concord, North Carolina
<br />on Tuesday, January 21, 1992, at 6:30 P.M. The regular meeting had been changed
<br />from Monday, January 20, du~ to Martin Luther King Day and the Opening Ceremonies
<br />for the Cabarrus County Bicentennial Celebration.
<br /> Present - Chairman: Carolyn B. Carpenter
<br /> Commissioners: William G. Hamby, Jr.
<br /> Jeffrey L. Barnhart
<br /> Kenneth F. Payne
<br /> Absent - Commissioner: Billy J. Simmons, Jr.
<br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher
<br />L. Hartsell, Jr., CountyAttorney; and Mrs. Frankie F. Bonds, Clerk to the Board.
<br /> Chairman Carpenter called the meeting to order at 6:30 P.M. following a
<br />musical prelude by Ms. Mary Iris Isenhour and a program of choral music by the
<br />Mt. Olivet United Methodist Church Choir.
<br /> The invocation was given by Dr. Hollis A. Miller of the St. James Lutheran
<br />Church.
<br />Mr. Lewis Williams, Veteran Service Officer, led the Pledge of Allegiance.
<br />Chairman Carpenter, Commissioner Barnhart, and Commissioner Hamby welcomed
<br />those present to the opening ceremonies for the Bicentennial Celebration. Each
<br />briefly commented on the history as well as the future of Cabarrus County.
<br /> Commissioner Hamby introduced The Honorable Stephen Cabarrus who was
<br />portrayed by Mr. Huey Marshall, Assistant District Attorney. "Mr. Cabarrus"
<br />presented his welcome to the Bicentennial Celebration ceremony and briefly
<br />reviewed his influence on the history of Cabarrus County.
<br /> Ms. Helen Caldwell Arthur recognized former members of the Board of County
<br />Commissioners who were present for the ceremonies. She also recognized family
<br />members of the following deceased Board members: Mr. Homer Fink (1942-1954),
<br />Mr. Smoot Lyles (1950-1966), Mr. Frank McCray (1954-1966), Mr. J. Ray Allen
<br />(1978-1980), Mr. J. Harold Nash (1980-1984). Former members who were present
<br />for the ceremonies included'Dr. OreB J. Hill (1962-1966), Mr. Estus B. White
<br />(1966-1970), Mr. Robert McClary (1970-1978), Mr. Charles Gallimore (1970-1974),
<br />Mr. John Hammett (1970-1978), Mrs. Marcelle MillowayUpright (1974-1980 and 1982-
<br />1986), Mr. Troy Cook (1976-1982), Mr. Ralph Bonds (1978-1982), Mr. James W. Lentz
<br />(1978-1990), Mr. Archie Y. Barnhardt (1982-1986), Mr. Giles Moss (1986-1990),
<br />and Mrs. Martha Melvin (1986-1990).
<br /> The Honorable Clarence E. Horton, Jr., District Court Judge, briefly
<br />reviewed the history of Cabarrus County from its establishment to the present
<br />day.
<br /> The Honorable Bachman Brown, Mayor of the City of Kannapolis, presented
<br />a joint Proclamation from the City of Kannapolis, the City of Concord, the Town
<br />of Mt. Pleasant, and the Town of Harrisburg proclaiming the year 1992 as the
<br />Cabarrus County Bicentennial Celebration Year. Assisting with the presentation
<br />were the Honorable Bernie A. Edwards, Mayor of the City of Concord, and the
<br />Honorable W. Ralph Austin, Mayor of the Town of Mt. Pleasant.
<br /> The benediction for the Opening Ceremonies was given by Reverend Peter R.
<br />Hale of the Poplar Tent Presbyterian Church.
<br /> Chairman Carpenter recessed the meeting of the Board at 7:05 P.M. for a
<br />reception.
<br /> Chairman Carpenter reconvened the meeting at 7:45 P.M.

<br />UNFINISHED BUSINESS
<br />
<br /> Commissioner Hamby nominated Mr. Bob Smith for reappointment as an at-
<br />large representative on the Planning and Zoning Commission and nominated Mrs.
<br />Katherine Stafford for reappointment as an alternate member of the Planning and
<br />Zoning Commission.
<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with
<br />Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the
<br />nominations to the Planning and Zoning Co~mmission were closed.
<br /> Those members present voted unanimously to reappoint Mr. Bob Smith as an
<br />at-large representative and Mrs. Katherine stafford as an alternate to the
<br />Planning and Zoning Commission for terms of three years ending December 31, 1994.
<br /> Chairman Carpenter nominated Mrs. Lena Bowen for appointment to the Council
<br />on Aging Advisory Board to fill the vacancy created by the resignation of Mr.
<br />William G. Alexander. Commissioner Payne seconded the nomination.
<br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Barnhart
<br />with Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for,
<br />the nominations to the Council on Aging Advisory Board were closed.
