470 <br /> <br />106 Oakshade Street, Kannapolis, Cabarrus County, North Carolina, <br />for the purchase price hereinafter set forth, this real property <br />adjoining its present property known as Aycock Elementary School; <br />that the Kannapolis City Board of Education has deemed it necessary <br />to acquir~ the property in order to expand the existing school <br />facilities, for playground use and other essential uses. <br /> AND WHEREAS, the property sought to be acquired adjoinsAycock <br />School property at its southeastern boundary and the real property <br />consists of 0.233 acres with out buildings located thereon which are <br />deemed useful by the Kannapolis City Board of Education. <br /> AND WHEREAS Robert L. Harrington and wife, Carolyn A. <br />Harrington, have offered to sell this property which they hold in <br />fee simple absolute and which will be acquired in fee simple <br />absolute for the purchase price of Twenty-Four Thousand and no/lO0 <br />Dollars ($24,000.00). That the Cabarrus County tax value assessed <br />against this property is $26,770.00. <br /> AND WHEREAS, the Kannapolis City Board of Education deems, <br />under the circumstances, that this price is fair and reasonable for <br />the purposes said real property is to be used. <br /> AND WHEREAS, under the provisions of G.S. 115C-426(f), no <br />contract for the purchase of a site shall be executed or any funds <br />expended therefor without the approval of the Board of County <br />Commissioners as to the amount to be spent for the site. <br /> AND WHEREAS, it is the desire and request of the Kannapolis <br />City Board of Education that the Cabarrus County Board of <br />Commissioners now ratify, confirm and approve the purchase of the <br />above-referred to real property and the expenditure of funds <br />therefor. <br /> NOW, THEREFORE, BE IT RESOLVED by the Cabarrus County Board <br />of Commissioners that a contract for the purchase of 106 Oakshade <br />Avenue, Kannapolis, Cabarrus County, North Carolina, be approved and <br />that the Kannapolis City Board of Education be allowed to expend the <br />funds hereinbefore referred to for the purchase of said site, a <br />photocopy of plat showing the property desired to be acquired being <br />hereto attached. <br /> The foregoing Resolution was duly adopted at a meeting of the <br />Cabarrus County Board of Commissioners on this the 17th day of <br />February, 1992.. <br /> /s/ Carolyn B. Bonds <br /> Clerk <br /> (SEAL) <br /> <br /> Commissioners Simmons and Barnhart presented a draft Five-Year Strategic <br />Plan which they had developed by constructing a computer forecasting model to <br />project County revenues and expenses for the next five years. The model <br />incorporated a four percent (4%) inflation rate and projected a shortage in <br />funding even with very limited or no growth in County government during the <br />five-year period. The mandated programs in Social Services, growth in the <br />schools, and increases in County payroll costs were cited as having the greatest <br />impact on the Countyfs budget. However, the anticipated shortfall of $2 to $3 <br />million for the Coddle Creek Reservoir Project was reduced due to $1.3 million <br />in interest funds that had not previously been included in the funding schedule. <br />Commissioners Barnhart and Simmons suggested that the Board set a work session <br />to discuss the expansion items and recommended the Board consider the adoption <br />of the Plan as a policy guideline for staff. In addition, Commissioner Simmons <br />proposed that the Board take the following action: (1) Implement a cost <br />containment program, (2) Institute a hiring freeze with elimination of positions <br />through attrition; (3) Develop a fleet policy with a reduction in fleet size; <br />(4) Increase service fees; (5) Centralize purchasing; (6) Contract for services; <br />and (7) To reduce operating costs, consider the merger of such city/county <br />operations as animal control, parks and recreation, and planning and zoning. <br /> The Board agreed to review the proposed Plan at the conclusion of the <br />regular meeting on March 16. <br /> <br /> <br />
